(AP)-Sometime cnrly in I!)6. r > an astronaut probably will stop out of an orbiting spacecraft to see if he can walk in space. That is one of the objectives of Project Gemini, the follow- up program to one-man Mercury flights. The manned spacecraft center is evaluating industry pro posals for a light weight life support system to protect the astronauts who climb out of (lie orbiting Gemini capsules. Montlny was the deadline for industry to submit proposals. Specifications announced Oct. (AP Wlrephoto) Says College Teaching Will Deteriorate CHICAGO '(API—The Illinois Board of Higher Education was told Monday night lhal the quality of university and college teaching will deteriorate in the next: 10 years. Dr. Lyman Glcnny, associate director of the hoard, said that college enrollment will increase much faster than the number nf teachers turned out with doctor's and masters degrees. "Illinois' 76 private and public colleges and universities will grow so fast in enrolment thai, to keep up the present percentage of faculty members with doctor's degrees, it would tnke one-fourth of all doctors turned out in the United States who will go into teaching," he s:iici. The board is holding a two- day meeting in Chicago. Dr. Glenny urged the board to allow the requests of all six Illinois public universities to expand their doctorate programs. The University of Illinois seeks to raise the number of fields in which it offers doctorates from 70 to 74; Southern Illinois wants to raise it from 24 to 28: Eastern Illinois, none to 11; Northern Illinois, 4 to 16, llinois State University at Normal, 4 to 13, and Western Illinois University, none to eight. Your Manners The "chatter" rarely knows what conversation means. The English technique of change ringing, in which bolls are pulled by hand rope, is almost unknown in the United States. 2 Great Stores in Mt.
