an administrative law judge in Atlanta ruled that a solid waste permit granted to Middle Georgia Waste for the proposed Macon County dump was invalid because of a state law banning landfills within three miles of a historic site Although the administrative rul ing is not legally binding it is the first time a state official has said that the law applies to the pro posed Macon County landfill which lies 2'2 miles from lhe Andersonville National Historic Site And on Oct 4 the Wilcox County Commission voted to stop negotiations with Middle Georgia Waste on a proposed commercial landfill for that county Avon Buice an attorney hired by au (See QUAGMIRE page 2B) The Associated Press ATLANTA With space for potential landfills diminishing in heavily populated metropolitan Atlanta officials are looking at the political and financial costs of alternative waste disposal methods including a system that would convert waste into energy The Atlanta Regional Commission is about to begin a study of waste disposal systems that should produce a package of recommen dations by ebruary said Dick Courtney chief of land use and public facilities planning division Though the study to focus on Atlanta and ulton and Cobb counties will consider numerous alternatives Courtney said special attention will be given to recycling waste to chronology of woes Here is a chronology of Middle Georgia Waste's landfill woes: June 19 1987: Middle Georgia Waste incorpo rates Officers consist of two daughters' and a son in law of Ronald auconniere a Perry busi nessman whose commercial landfills in Bibb and Sumter counties had several code violations July 21 1987: Macon County commissioners sign a contract with Middle Georgia Waste to ship baled garbage into abandoned mines in the county Under the 10 year contract Macon County would receive 25 cents a ton for the garbage if MGW secured a state permit by July 21 1988 September 1987: auconniere negotiates with ulton County and Jacksonville la officials to ship their excess garbage to Macon County Jacksonville officials express interest but they say MGW must obtain a permit before the deal can be closed November 23 1987: Middle Georgia Waste signs an agreement with two Georgia businessmen Herman Klein Jr and Karl Stehr to finance the landfill operation MGW gets a $300000 loan along with a promise to provide up to $47 million in
