Out of tho hurly burly in Germany comes one startling fact that is beyond doubt. Tho democratic socialists have gained enormously. The discontent with tue established military and economic system lias in? ured to their gain, ami their 1 ii (1 or, Lieb? knecht, is now one of the great men of Germany. His personality is verv interesting. Wilhelm Lieb? knecht was born near Leipsic March 20, 1820, and received a thorough ctluca WlLlir.LM I.IKBKNKCI1T.

tion at the uni? versities of Marburg, Giessen and Ber? lin. But Iiis education in polities was made far more thorough by tho stirring movements in. Germany from ls-liS to 1871. As a student lie took part in the famous movement of is is, was taken prisoner, escaped and remained in other countries, chiefly England, till when ho returned to Germany under the gen? eral amnesty. Three years litter he was expelled for socialistic utterances und on returning without permission was im? prisoned.

Once more tho rapid movements aud political changes resulted in his release, and in 1807 he was elected to the local reichstag. He also served a term in the diet of Saxony. Then all local ques? tions wore lost sight of in view of the struggle with Frtuico, aller which came German unity and imperialism, und in 1872 Herr Liebknecht was imprisoned on a chargo of high treason. His guilt or innocence cannot well be determined from an American standpoint, for it was then in Germany as it was in this coun? try in 18G3-4, and opposing tin- adminis? tration was liable to bo confounded with hostility to the nation. At any rate Herr Liebknecht bad to apply for a pardon, which he received in 1874, and since that date his parly lias gained strength so rapidly that the em? peror has mado concession after conces? sion in order to gain help against his other opponents.

Herr Liebknecht and Iiis talented wile, quito as radical in In views as lie. live on the third floor Hat of it building in Churl? tttenbnrg, a suburb of Herlin. Both are cheerful ninl sociable, but show the wear of the many hard contests they have gone through. ARBITER OF THE ELEGANCIES. The Aspiring Chlcagoan Who Rival-, Ward McAllister as a Social King.

Tin- Hon. Hobart Chotfield Chutfield Taylor has rapidly arrived at all sorts of distinction in Chicago ami elsewhere. In fact, his reputation lias become national. way. He is ouo of the first Americans 1 to attain a hyphenated inline. He was the guide, mentor and host tho In? fanta, Eulalio while she was there. Ho is recognized arbiter of Hie elegancies hud local authority mi dress proprieties. One phrase alone descrilies liim in this last is the Ward McAllis? ter of Ho is a good deal more.

His father left an estate of of which $50, 000 was to go to the son and the rest to charily. The son in the quietest and most uen: in.inly manner possible rep? resented to the other legatees that this was no fair thing, and without a law? suit, without even a vigorous protest, they allowed Hobart to take $1,200,000. In this also he stands alone, His name was then plain Hobart Chat field Taylor, but his uncle, WuynoChatfiold, died last winter, leaving bis little fortune of $.1, to Hobart on condition that lie would take thi: uncle's naiiio; hence the hyphenated Ihutfield-Tuylor. Incident? ally, as wore, ho was graduated from Cornell in 1880 ami later married the youngest daughter of ex-Senator and Millionaire Charles B. Parwell.

And here bis specialty, according to the Chicago Herald: Consul Chat Hcld-Taylor's strongest point is his slricl observance of tho proprieties, lie would sooner die than lie seen in a costume nut in consonance with tlic time of day or the event lieu Sines ho has been his own master there has not been a day when mortal man lias seen him in other tltnn even? ing dress after 0 o'clock p. except when lie urns traveling or Ina section of the country where dress suits were unknown or not toler? ated, so keen i- his sense of the Illness ef things Dial lie has had his coach fit ted up as a dressing room.ami there lie keej several suits of dollies, shirts, cuffs ami collars ami other articles of apparel.
