DAY ANYWAY War Department Bricklayers in Rebellion STRIKE AT THE PRINTING OFFICE Bofused to Return to Work After the Noon Recess Because Thoy Claimed Right to the Same Holiday Granted in Other Departments The Wpr Department has open rebellion to contend itb in one of its ditisions and there are tenous iutitterlngb and signs of disiontent in other ditisions All this results fron the failure and acting upon the authority of the Executlte th Treasury Department and the Xatj Department closed at noon jesterday Secrctarj Root declined though to grant the holiday Clerk Couldnt lit- Spared Ills reason for doing so was that the bureau chiefs had been complaining that the work was behind because of the short clerical force and he did not see how any of the clerks could be spared This is in conformity with the depart mental orders granting holldajs which are aluajs limited to these who can be spared The War Department officials sa that in this cahe none could be spared owing to the until the last moment aftei Congress had adjourned without passing the amendments to the code which among other things contained an amendment transferring the appointment of tlie Coroner to the Commissioners of the District A few days ago the Commissioners informed the President of the requirements of the code and of the amendment pending In the Senate bill and they asked him to appoint Dr Ramsay Xetitt the present Coroner President Roosevelt agreed to comply with the request but when it came down to performing this seemingly simple ct ecutitc act It was found that there was no precedent existing for the appointment of oricials of the Government during the holiday recess Accordingly the President informed the District Commissioners yesterday that he would be unable to make the appointment until after the meeting of Congress The Commissioners jesterday held a board meeting over the matter and decided that inasmuth as the code leates the appointment of the Deputy Coroner In the hands of the ommNsloners that Dr Glazcbrooi should act until the appointment of Dr Xet In by the President after the assembling of Congress Meanwhile If the amendment to the code is enacted as section of the city for the extension of the telephone service They have recently rccelted applications from the Chesapeake and Potomac Telephone Company for permission to establish large cable poles in alleys inside the city limits and upon improved streets outside those limits and to string large aerial cables over housetops and along suburban streets to these poles Such applications number twertv fite and the company has submitted to the Commissioners maps and plans proposing to establish centres of high poles from which it will extend wires oter streets alleys and private property in etery direction to accommodate tho increasing call for telephones Disfigurement nnl Dtnmer After a careful consideration of the subject the Commissioners into decided that the disfigurement of the District by such constructions and th Increase in danger from them recmire that they shall be stopped and that these cables be put under ground and they hate therefore declined to grant the necessary permits The Comnlsiloncrs are well aware that a number of prospective telephone subscribers will be deprived of the sertice for a time but they feel that the city cannot be pcrmanentlt defaced by the extension of those oterhead wires and the construction of towers and other appurtenances accessory thereto The Commissioners feel that the best interests of the District demand tint they shall stop the extension of the oterhead construction except within the narrow limits prescribed for It by the stringing of wires on existing poles Heller Lies in Conduits Tlie Commissioners are agreed that the
