them for post secondary or techni cal training Northeast voca tional director William Grant explains that cluster and every day of the school year Therefore students at the secondary level will lose credit for each course in which they are absent more than ten days in a quarter and students at the elemen tary school level will not be promoted to the next grade level if they are absent more than 30 days in a school year In its School News and Views quarterly report the Board of Education announced that the new high school graduation require ments mandated by the state Department of Educa tion in December 1978 will be implemented over a three year period 1980 81 1981 82 1982 83 Procedures for implementation are being addressed by school staff and a broad base steer ing committee representa tive of each building and each aspect of the secondary rroposea expenditures from the $116 bond issue will include the construction of four new schools addi tional classrooms in existing structures energy conser vation new physical educa tion and athletic facilities a new vocational building enlarged library facilities refinded provisions for the handicapped site acquisi tion and improvement and the upgrading of substan dard elementary schools The Board of Education also announces improved vocational facilities at Northeast Complex These courses will be conducted under the cluster concept a curriculum designed to broaden the students poten tial employability by offer i ing a wider range of employ ment skills in sereral occu 1 pational areas The program further i serves to offer the students i program There are five subcommit tees charged with the responsiblity of bringing appropriate recommenda tions to the steering commi tee for subsequent recom mendations to the School Board Each student entering the ninth grade in the fall of 1980 must earn credit (Carnegie units) from a set of required courses (core curriculum) These students will have to earn 20 Carnegie units in order to graduate (The 20 Carnegie units equal the 300 quarter hours presently required) Within this new curricu lum the state Board of Edu cation requires four courses for graduation that are not presently required in Bibb County These new courses are personal finance career planning physical education and citizenship courses vary from the more traditional vocational courses by teaching several aspects of one trade in a sin gle class The board also announces a revision in high school cur riculum rom 1970 to 1975 students in Bibb County sec ondary schools were sche duled into courses for the entire year In 1975 Bibb County opted for the quarter system curriculum design primarily because of the flexibility it afforded both students and staff The quar ter system also provided for more efficient and effective use of facilities which could be made available through coeducation Difficulties with the quar ter system have led(to a refinement of the system for next year by initiating annual subject selection pro cedures improving course titles returning to year long jointly uetermineo oy me county commissioner and the school board The members of the Board of Education in cooperation with the County Commis sioners agreed that the most reasonable manner to meet this expense would be to ask the community to vote in favor of a school bond issue The $116 bond issue which was approved last November will be used to finance much needed repairs and additions mainly to inner city schools largely attended by blacks These schools have been neglected for years under but and then under Upgrading these schools is mandatory under the court order resulting from an agreement ending the 16 year old Bibb deseg regation suit i i i a i vuuii recently declared the Bibb County Public School Sys tem to be unitary meaning that after 15 years of court suits a settlement has been reached and the old dual school system is behind us The main feature of the compromise settlement plan was to retain neighborhood elementary schools The net result of keeping neighbor hood elementary schools is that money can be used for direct school improvements rather than for increased transportation costs In accepting the compro mise plan the ederal Court order approved the school plans for teacher evaluation and student performance These plans were begun this school year It also approved the renovation or replace ment of inadequate facilities Dr Paul Hagerty School Superintendent courses in certain subjects and by reducing the list of courses available The Bibb County School System presently offers a large number of elective courses within the curricu lum Some to these overlap and lessen the effectiveness of the instructional pro gram Another major concern is that many of the course titles do not clearly com municate the specific sub ject matter within that course By renaming courses specifically consis tent with their content the administration feels the con tent and purpose of the course will be more clearly understood This will be of much benefit to students and parents Effective with school year 1980 81 state law will require that pupils shall be in attendance of Neighborhood Watch a citi zens coordinating crime committee Neighborhood Watch a program organized in neighborhoods by the Police Department and with the help of the city is usually found in areas where there has been an unusual amount of crime or in areas where citizens feel the need to help each other in detering crime are interested in forming more of these Neighborhood Watches where residents are re learning how to help their help attract industries with the most jobs to offer purpose of this strat egy is to provide the basis to make rational informed decisions which will result in the maximum return for the public dollar Israel said The idea is similar to a recommendation made more than a year ago in the 201 and 208 water quality stu dies by the Macon Bibb County Planning and Zoning Commission The plan would be largely geared toward industrial expansion The first phase of the two year study would identify ares of the city and county that are best suited for industrial sites It also would analyze water capac ity pollution standards financial resources andother potential limits to industrial growth The aim would be to develop criteria for select ing industries and plant sites that would provide the most jobs for the least amount of resources and taxpayer expense Planners also would draw up a comprehensive plan for capital improvements designed to encourage store is slated early in the spring for Griffin and also a 23000 square foot supermar ket for East Dublin in the spring Additional market area will be the opening of a new Piggly Wiggly Southern supermarket with delicates sen and bakery in Hinesville Mayor Israel commented on the ominous cloud which has been lifted off the city with the Supreme recent decision declaring the local option sales tax consititutional When the original law was ruled unconstitutional last year Georgia legislators revised it Then the revised law was challenged in court and ruled constitutional by the Supreme Court in ebruary Without this tax which will bring in about $77 million for Macon this fiscal year the city would have lost about one third of its operating revenues To guide community growth Mayor Israel has called for creation of a major long range plan the which will be the centerpiece of his administration This plan to control industrial commer cial and residential develop ment be the most important thing that we will do in terms of the commu the mayor said A variety of local govern ments and agencies would be brought together in an advisory committee to ca rry out the plan It would be
