Each proposal shall sealed and plainly identified. Each proposal shall be accompanied by a certified check in an amount equal to five per cent (5%) of the total amount of the bid, drawn on and certified to iv a bank in Iowa, apyable to the City Treasurer of Algona, Iowa, as security that if awarded the contract by resolution of the Board, the bidder will enter into a contract at the prices bid and will furnish the required coroorate surety bond. The certified check shnll be in a separate envelope accompanying the bid and may be cashed and the proceeds retained by the Broad as liquidated damages if the bidder fails to execute a contract or file an acceptablp bond for the faithful performance thereof within fourteen (14) days after the acceptance of his proposal by resolution of the Board. No bidder mav withdraw a proposal for a neriod of fifteen (15) days after the date for opening bids.
