Rockefeller ol New York sayg the "will to resist communism has been eroded everywhere" as a result of actions by President Kennedy's Democrate administration. The governor, who is expected to announce soon his candidacy for the 1964 Republican presidential nomination, said "our atti hides in dealing with the Communist leaders throughout the world without consulting our allied part nets" were responsible. In a speech to more than 1,300 persons at the annual dinner of the Ulster County Republican committee Monday night, Rockefeller said "mere is only one alternative to what's going on in Washington today and that is a Republican victory in 1964." Rockefeller charged that the Kennedy administration had "failed in terms of leadership and action In solving major prob- leias." Rockefeller did not specify what he meant by U.S. attitudes in dealing with Communist leaders. The governor did not refer to his political plans. Goldwater Seeks GOP Harmony By DORIS KLEIN Associated Press Staff Writer LOS ANGELES (AP) - Sen. Barry Goldwater told a partisan crowd at Dodger Stadium that factionalism in the Republican party would be "a form of politl cal suicide." The Arizona Republican, a leading presidential prospect, also took a slam at the Kennedy administration in Monday night's speech. "There seem to be many in the Republican party," Goldwater said, "who have decided how we can lose (the 1964 presidential election), They keep wanting to read people out of the party. We hear them say nothing as to leading people into the party. The senator said such an approach would lead to a "return to systems of splintered factions and warring classes in the United States." The senator said that the 1964 presidential race may become "the most vicious campaign of opposition since the war between the states." He called the Kennedy administration "rocking chair leadership." "A frontier full of ox-cart philosophies Isn't enough," he said. Goldwater, whose Aug. 8 appearance in Los Angeles was canceled after a dispute among local Republicans over sponsorship, devoted most of his speech to the need for party unity. Although billed as a non-partisan fund-raising rally, Goldwater for president supporters did a brisk business in Goldwater balloons, hats, buttons and coffee cups. There were no vending stands for any of the other prominently mentioned GOP presidential possibilities. The rally drew the biggest crowd of Goldwater's month-long swing around the nation. Stadium officials estimated the number at 39,317. But GOP officials said they had sold more than 46,000 tickets at a dollar apiece. As he finished his speech, Goldwater, an opponent of the limited nuclear test ban treaty, said he was returning to Washington to take part in the Senate debate today. A groan of opposition to the treaty rose from the crowd. Albania Asks UN to Seat Red Chinese UNITED NATIONS, N.Y. (AP) —Albania formally proposed today that the U.N, General Assem bly consider once more the Beat Ing of Red China. The move reflected the split in the Communist bloc, In the past, the Soviet Union has taken the lead in sponsoring admission o/ the Peking regime. Albania has lined up with the Chinese Com- munirtB In the Moscow-Peking split. The Albanian statement called for expulsion of the Chinese Nationalists and giving all their U.N. representation, Including the big power seat on the Security Council, to the Chinese Communist*. It les expected that the Soviet Union will wpport the Albanian demand despite the chilly attitude Moscow has taken toward Al bania. Last year the assembly defeated a Soviet resolution to admli the Chinese Communists and boot out the Nationalists. The vote waa 56 to 42 with 12 abstentions. Akers Urges Safeguard of Principles ST. LOUIS (AP)—A prominent American editor says that if America is to survive "It must disregard those principles which created the decay that led to the downfall of great Western civfli stations." The editor of the Chicago Sun- Times, Milburn P. Akers, told some 500 delegates at a meeting of Missouri, Illinois and Arkansas agricultural co-operatives Monday that America is embarked on the same pattern as other great civilizations which collapsed In the past. Akers cited the United States' foreign policy, military and economic commitments around the world, taxation, "an increasing corruption of justice," widespread organized crime, the lack of educational opportunities for Negroes and whites, and "the brazen purchase of the people's vote with public funds," as reasons for the country's ultimate disaster. Akers said the effectiveness of the Marshall Plan, in restoring the shattered economy of the democratic industrial society of war-torn Western Europe, has led the United States' to "erroneously conclude that we can do the same in areas that are little more than peasant economies functioning within a totalitarian state." The Chicago editor cited South Viet Nam as an example. He was particularly critical of South Viet Nam's President Ngo Dinh Diem. "He is a petty despot of limited vision and ability, more absorbed in maintaining a family oligarchy than in ridding the naton of marauding Communist guerrillas," Akers said. Jaycee Auxiliary Elects Officers BETHALTO—A Jaycee Auxiliary was organized and officers were elected Monday night. Elected were: Mrs. Jerry Ballard, president; -Mrs. Edward Hartweger, vice-president; Mrs. Leo Dugger, recording secretary; Mrs. Joe Depew, treasurer; Mrs. Gerald Bourland, corresponding secretary. (AP) — Public school desegregation at the secondary level came quietly to this southeast Georgia port Monday, the fourth city in the state to take such action.
