A Port Agency ar Loan Is Sanctioned The death of thousands of small fish in Willoughby Bay found over the week end is believed due to an unidentified grayish green waxy like found in quantity on the beach Investigators of the Army Engineering Corps and the Coast Guard said yester day The Coast Guard collected a sample of the stuff Saturday after noon which it turned over yester day morning to the Army En gineers primary enforcing agency against harbor pollution The Army Engineers office said that the sub stance had been sent away for analysis An opinion was expressed that the substance mjjst be some form of industrial waste (The office naturalist a former country boy said the scum was nothing more than pollen from trees oak and pine and others and flowers It is unusually lush at present covering automobiles and streets with the golden dust The scum has been noted in most of the waterways hereabouts The likelihood that this would cause the death' of the fish was held doubtful) Most of the dead fish were small spots three' or four inches long Others were croakers up to' seven Six Large Sirens and About 12 Small Ones Proposal Civilian defense officials are rec ommending to the City Manager that Norfolk purchase six 10 horsfr power Thunderbolt sirens as the beginning of a city wide air raid warning system Calvin Dalby civilian defense coordinator indicated yesterday that a number of smaller sirens perhaps as many as 12 may be needed to the entire city He said the number and location of the additional sirens would be decided after the six Thunderbolts are installed and tested Based on Tests recommendation is based on a study of tests made here last week with the model he has select ed A heavier costlier gas driven siren also has been under consider ation The Thunderbolt siren sells for $2800 and it would cost about $3000 each to install six of them Dalby said The smaller sirens will cost about $500 each pushing to more than $25000 the probable cost of the system now planned for Nor folk Dalby and Nicholson his top civilian defense deputy are sched uled to outline this plan to the South Hampton Roads Regional Defense Council when it meets in Portsmouth on Thursday Need $7000 from City With ederal and State funds already available Norfolk can get a little over to finance in stallation of an air raid warning system With the probable cost run ning as much as $7000 more than that figure Norfolk officials want to discuss additional funds through the Council 1 lintoff Suffolk business man who is chairman of the defense council has called the meeting for 3 The containing a badly decomposed body from the Eastern Branch of the Elizabeth River just off the Philadelphia Warehouse Dock at the foot of East Main Street The body is believed to be that of Henry Thpmas Peach Jr 27 of Route 1 Princess Anne County Peach was reported missing last May 10 by his father The elder Peach said his son was last seen on Monday May 7 about 9 at the home of a sister in Broad Creek Village He described his son as being five feet six inches in height and weighing 150 pounds Identification Card ound At least one of the badly blurred identification cards found in a wal let with the body identified it as that of Peach The body and automobile were recovered by Capt Barnes of the Submarine Engineering Company about 3:40 He went over the side of the div ing tender Seco about 3 and located the automobile within five minutes Police first thought the auto mobile had been junked in the river This belief was strengthened when Barnes reported to his tender Ballance that looks like a real Body Not Seen Immediately The body was not noticed until the automobile was nearly out of the river and ready to be swung on the dock by the Seco and a Nor folk city wrecker Police said they first got a port of the automobile Saturday about 9 when an anonymous telephone call saying that a diver for the Tidewater Construction Company had found an automo bile in the river Saturday
