Tunnel Commission could result In tolls for the Berkley Bridge ap parently has failed to stir an ex pected uproar from Berkley resi dents Tlie differences are the price the local govern ment is having to pay the keep the bridge a freeway between Norfolk and Berkley' Early last week the Citv Council announced that unless the costs are reduced it will stop all payments and the tunnel authorities can depend on tolls for amortization of the fa cility A surprise announcement last Monday disclosed that the 'mu nicipal administration had de cided to resolve the differences with the drastic move It came )ftera conference between Coun citmen and representatives the tunnel commission Reports of what went on in the conference indicate that the pros pect of severe political repercus sions was raised The Cotincilment was reported decided the amount of money involved made It worth the chance of risking political disfavor although City Council elections are only nine months away Administrative officials in Citv JIall yesterday reported the ex pected traction from Berkley thus far has not been reflected in tele phone complaints or letters In stead there is optimism in offi cial circles the matter will be resolved and the bridge kept free of tolls Commission Holds Key Whether this proves to be the final result rests at the moment with the Tunnel Commission and ft does not meet to take official action until September 29 If tolls are collected for bridge traf fic it will be the commission not the city that does so The cost for maintaining the Berkley Bridge as a toll free cross ing has bothered the municipal administration for almost a year Back in 1950 the city govern ment was faced with the prospect of tiding a new city owned bridge between Norfolk and Berk eley At the same time the Tun nel Commission was in the midst of planning to finance its own over water under water link be tween Norfolk and Portsmouth When traffic consultants made a report that use of the Tunnel Commission bridge by Berkley traffic would represent an esti mated 28 per cent of the overall load l' the city and the commis sion decided to make a deal It came in the form of a con tract which called for the city to pav a percentage of the annual amdrtization charges equal to the percentage of traffic using the i bridere for Norfolk Berkley crossings The local government hought it would cost about $190 Estimates Off Balance Soon after the bridge tunnel opened for traffic however the traffic estimates jvere shown to be way off balance At the end of the first year the cost to the taxpayers was up to 8 100000 and with the traffic count still climb ing it is estimated the bill next vrar will be approximately $443 boo The City Council has taken the position that the unexpected cost is too much for the taxpay ers urthermore with Bram bleton Avenue soon to be closed for a widening program city ot ficials feel more traffic will be diverted from the Campostella Bridge Io the Elizabeth Rivet Tunnel Bridge running the city payments beyond the $500000 mark To cotinter this the City Coun cil already has adopted a resolu tion which notified the Tuftnel Commission that payments for i the bridge will end as of January 1 A second notice however was sent to the bridge tunnel authori i ties saying the city would be will ing to consider a maximum of $300000 per year as the price for keeping tolls off the bridge The question before the Tunnel Commission now is whether it would prefer to accept 000 maximum in payments Or put in toll booths and get the needed revenue from
