Kennedy, fed up with the developing chaos in South Viet Nam, has pulled a veil over American actions there. That the United States will act seems certain. He left the how clouded over. But Kennedy's very vagueness nt his news conference Thursday, or rather the way he chose to be vague, can be interpreted as ominous for the dictatorship of President Ngo Dinh Diem. Investigate n Brazilian Rebellion BRASILIA, Brazil (AP) — Gov ernment officials launched an in vest igat ion today to determin the responsibility of Thursday' The United States has pumped brief revolt in this capital by non billions of dollars in aid into Viet Nam—plus troops—to fight the war against Communists, fearing that is Viet Nam is lost all Southeast Asia may be lost. But Diem and his Roman Catholic family, in a country more than 70 per cent Buddhist, have turned the war into hash and brought the country to intern crisis by their repressions again Buddhists and students. Some American actions, pressures, or warnings may hav already started. The State Department has d nied that this country's new am bassador to Viet Nam, Henr Cabot Lodge, has told Diem t throw put his brother, Ngo Din Nhu, head of the secret police Nhu has acquired a sinister sta lire. But strangely in the midst all the domestic turmoil two oth er extremely important member of Diem's family have already le the country. One, Nhu's arrogant wife, storm center in the trouble witl the Buddhists, has gone to Be grade to attend an interparlia mentary conference and will la ter go to New York. The other, Diem's brothei Archbishop Ngo Dinh Thuc, whc is now in Paris, has been in New York after visiting Rome when his scheduled audience with Pope Paul VI was canceled. The Pope has said he is pro foundly disturbed by events ii Viet Nam. Thuc said in New York the Vatican had orderet him to shut up on the situation in his country. In short, he was si lenced. Still left in Viet Nam with Diem are his brother, Nhu, anc another brother, a powerful bu seldom - mentioned figure, Ngi Dinh Can, who holds no official pc sition but is boss of the centra part of the country. Both the Eisenhower and Ken nedy administrations have han died Diem very gingerly because so the reports in Washington go he was strongly anti-Commu nist and it would be difficult, i not impossible, to find anyone to replace him. It seems the Diem family traded on the American belief in their indispensability and ran both the war and the country with a high hand. The breaking point started with the conflict with the Buddhists last May, reaching a recent climax. Thursday, several hours before Kennedy's news conference, 22 senators introduced a resolution to put Congress on record as favoring a halt to all aid to Diem unless he abandons his policies of "repression" and seeks popular support. Then at his conference Kennedy said this country will support what helps the war against the Communists, oppose what hinders it. He added: "I do not think it advisable to state all our viewi at this time. I think they wiH be made more clear as time goes on." Cuba Rejects British Protest Note LONDON (AP) - The Foreign Office affimied today that Fide Castro's government has rejectee Britain's protest against a Cuban raid on the territoiy of the Ba hamas last month. A note from Havana defendec the Cuban armed forces landing on Anguilla Cay Island and sei zure of 19 prisoners Aug. 13, Anguilla Cay is part of the Cay Sail group of the Bahamas and Is under British sovereignty. The Foreign Office describee the Cuban reply as unsatisfactory and said British authorities will consider what further steps we may take. Britain's protest Aug. 21 said a U.S. Coast Guard plane witnessed the operation, in which a Cuban helicopter and two torpedo boats landed the Cuban military men, The anti-Castro prisoners were taken back to Cuba. A 22-year-old marine rebel was killed and two other insurgents wounded in skirmishes with loyal- st troops. Dan Foley New Legion Commander MIAMI BEACH, Fla. (AP) — With a mandate to press for ao- ion to overthrow Fidel Castro's Cuban regime,. Dan Foley took over today as national commander of the American Legion. Foley, 41, a Wabash, Minn., awyer, was elected Thursday at the close of the Legion's annual convention. Foley pledged support of the -.egion platform, which demanded orceful measures against communism all around the gobe. He said history has shown 'time and time again that the ourse of extremism, either to the eft or to the right, is the course f failure." Foley told the Legionnaires, vho had just voted for ratifica- ion of the limited nuclear test >an treaty, that "because the Soviet Union has been willing to jecome a party is no evidence !iat communism has abandoned ts long pronounced objective of vorld conquest.
