In each of the age groups prizes will be awarded, one tot the most fish caught, one for the largest fish caught and one for the smallest fish caught during the Derby. Dissenter Argues for Districting CHICAGO (AP)—Urban voters in Illinois, a U.S. District judge says, have only been given "a crumb" of representation in the state legislature. "The rural oligarchy," Judge Richard B. Austin said Tuesday "willfully and illegally for more than 40 years foreswore their con stitutional duty to reapportion the state" every 10 years as required by the state constitution. The judge's remarks wera in a 13-page dissenting opini on against a ruling by a special three-member court which dismissed a suit Monday aimed at reapportionment of the Illinois Senate. The decision upheld the state's system of mapping senatorial districts on the basis of geography rather than population. An appeal to the'U.S. Supreme Court is planned. The suit, filed by Joseph Germano, head of the Chicago-Gary United Steelworkers union, and seven other steelworkers, and supported by the Chicago corporation counsel, charged that Senate apportionment is "an obvious debasement and diminution of the value" of the votes of Illinois citizens.
