' • ' Annual Event Permit Is Requested for Halloween Parade Oct. 31 A city street parade permit has been asked from the city council for the annual Halloween procession to be sponsored next Oct. 31 by the GAAC and East End Association. ' '• The parade, to start at 7 p.m. from Alton Plaza will follow the sarpe route as in other recent years. It will move west on E. Broadway, looping through the downtown business district by way of'Piasa, W. 4th, State, and W.-Broadway, disbanding in Riverside Park. Prize-winning floats will pull out of the parade line at W. 3rd and State for a brief display period on 3rd Street. Because the parade will be on sections of state and federal route extensions, with detours necessary for state route traffic, wili also require a Division, of Highways permiti ' ! Early action by the city council on' the city permit will open the way for early 1 ' and timely action to secure the necessary state permit for the annual spook festival. . City Council Wednesday nighi referred the permit matter to the director of public works,and the police chief. ' ; Jaycee Chapter in Bethalto May Be Started Next Week A Junior Chamber of (Cprnmei-ce chapter may; be < started in Bethalto next \yeek it was announced Wednesday at' a meeting of the Alton Jaycees. •• The Alton group, for the past two months, lias been trying to organize a.- chapter in the Bethalto area. Sixteen have signed for membership but it takes 20 mem bers to charter a new group, a spokesman said.
