SchoolBook Commissions have in accordance with an act which became a law February 9th 1904 entitled loAn Act to Create a State Book Commission etc Ca adopted a uniform series of text books to be used in all public schools of Kentucky for five years beginning Septbo 1st 1904 as stated in the following proclamation of the Governor proh A PROCLAMATION To the People of the Commonwealth ofde Kentucky Whereas The General Assembly ofpr the Commonwealth of Kentucky session of 1904 passed an act entitled Anon Act to Create a State School Bookgl glommission Cn mission and to Procure for Use in thew Public Schools of this Commonwealth a Uniform Series of Text Books and to Define the Duties and Powers of suchn Commission to fix the Maximumot Prices of Said Text Books to Make Preparations for Carrying this Act into effect and Providing Penalties for the Violation ot the Same and which Act became a law February 8 1904 andth Whereas The State School Book Commission as required by said Act did advertise for and receive bids or iroposals from publishers of school textbooks to furnish the same to the pupils and patrons of the common schools olu Ms Commonwealth and transmitted thto to the various County School Book Commissions lists samples and oricea publishers ieliere and said County School BookL Commissions did in due time select a mnd Commission their respective selections of text books from said lists and Whereas The State School Boolc Commission did on July 1 and 2 1904 canvass said reports and tabulate the result of said selections made by saidt bounty School Book Company to whom the said contract to furnish said books was so awarded has entered into the reo quired contract with the State SchoolBook Commission and has executed a bond in the sum of 50000 with good and sufficient surety to faithfully perform all duties and obligations of said contract now therefore I Beckham Governor in pursuance of Section 8 of said Act andy virtue of the power thereby confer red do hereby proclaim that said books are the legally adopted text books for au uniform use in the common schools of this Commonwealth and I hereby fix September 1st as the date on and after which all public common schools in couhties having no existing legal con tract for school books shall use the same for a period of five years from said date The attention of Countv School Book Commissions and teachers penalties ties imposed hy Section 10 of said Actor violation thereof In counties having existing legal contracts with the said American Book Co the said State series of text books may be introduced in lieu of the cor responding books of said contractor if such counties elect to do so on and and after July 1 1905 If such counties rlo not so elect to use the State Series before the expiration of euch contract thev shall do so immediately after the expiration of such county contract thereby conforming to end fully nstab lishing the State uniformity of textbooks will please note the following special instructions relative to the new Uniform School Book Law and its application to their respective schools CountySchool School Commission to select two or more agents or dealers in ouch counties to supply patrons arid pupils with the book provided for Section 7 These appointments of dealers should be reported to the contracting publish ers the American Book Com any Cincinnati Ohio whose duty it is to ar range with the dealers so appointed to supply and sell books Section 15j 2 Toe prices of the books as printed above shall appear on the respective books and it ill unlawful for any agent or dealer to sell any of said books at a retail price higher than that Ion the back of the book Anv dealer who sells any of the State Series of books at higher prices than those printed on the back thpreof is liable to a fine of not less than fitly dollars nor more than one hundred dollars Section 7 8 All counties whose contracts have expired and all cities which have no legal contract for books must flee the KUtfl Series from and after September 11904 Failure to do so mbjects the members of the County School Book Commission In such county to a fine of not less than one hundred dollars nor more than five hundred dollars and teachers in such counties who use otherbooks than those provided by law cannot legally receive any salary eo bog a such violation hook is the price in cash which wi I have to be paid for a new book when a corresponding old one in semis use is surrendered and given to the agent or dealer who soils the new book In ors de to get the benefit of there exchange prices the new books must be intro duced and the exchange made within one year after the counties become eligible to take the State Series Section 5 cityhich which falls to make the change re September ber 1 1904 if finch county or city has no existing contract will lose the value oi its old books Counties whose contracts expire next year or that may ilecide to abandon their county contracts and accept in lien thereof Ihe State Series will have one year from the date of such expiration or ptich acceptance of the State Series within wlich to make their exchange All counties under existing contracts are entitled to the exchange price for one year alter the introduction of the uniform series 0 It is important that all fchool ofilcmls teachers and
