This principle has a very timely application to Pie present situation in the world, particularly right here in the United States of America.

There is no excuse for any nation to live beyond its income in time of peace; the Mar any nation that does so is riding for a fall. If the expenditures represented by the budget are worth while, they are worth supporting by taxation. Or, to put it another way, if the expenditures represented by the budget cannot be supported by taxation, they are not worth while. Living beyond its income has brought the nation of Great Britain to its present predicament. Great Britain has not only been living beyond its income; it has been living beyond its and the bankruptcy of the nation.

The recent devaluation the pound by Great Britain is not a cure for her illness, it is simply another opiate to go along with the four billion dollar loan we made them in 1946 and rshall aid extended since then. It will only serve as a in tine lasting long enough for the labour government to win the next then Great Britain will be in worse shape than she is now. In Washington ll it I) BASCOM N. TIMMONS The Russians are drawing the noose of their iron curtain closer around the necks of their satellite countries in This is the annual time of giving in America.

Most of us need only to be reminded of that fact to be ready with our contributions when the Twin City Community Chest representative knocks at the door. This country is not perfect. It has many faults. But no one can say that failing to help those who need charity is one of them. Americans have always given with a full heart to any worthy cause, and in recent years they have been giving more freely than ever.

This year should be no different. Indeed, Americans may well see in their Community Chest drives all over the nation a symbol of the spirit of neighbor-helping-neighbor which sets off real democracy from other systems of government. Our citizens may want to seize this chance to demonstrate that the urge to self-help, to local self-reiiance, still is powerful in this country despite all the well publicized trends eastern Europe and before this Christ- protection toward dependency on a big central government for their I has parsed may make it ail but welfare. So long as that spirit is kept alive, Americans are in no danger of succumbing to a way of life that finds all its basic answers in Washington. In a real democracy, the individual is the figure who counts.

And if he is to develop to his fullest capacities, he must want to help himself and those who are nearest to family, his friends, his fellow residents in his community. Without that resourcefulness, he becomes but a pale copy of the man he ought to be in a free land. The tradition of self-reliance goes deep into American history. It dates from the time when pioneers helped each other build barns, farm houses and fences, joined in harvesting crops, banded together in emergencies of many kinds. The Community Chest is the modern counterpart of less than you This applies to nations as well as to individuals.

Increased prosperity thereafter depends upon greater production and more efficient production. It depends upon operating with a sound currency. It depends upon adoption of a systematic plan for debt retirement. These rules being observed, prosperity is assured; Charles B. Driscoll NEW YORK DAY BY DAY NEW October begins! Deutscher, while he obviously abhors Stalin, save the reputation of government. This becomes clear in the selection of his material, in the omissions and in the consistency of certain types of errors. It is impossible to divorce Stalin from his government, because he is the government. Nevertheless, this is an important and valuable book and will be read with advantage by those who are interested in the freak personality that Stalin undoubtedly is. For this man by birth, figure, training and intellectual endowments is unfitted for the task in which he has succeeded so magnificently and yet so damnably.

And that has puzzled me because I cannot understand why Deutscher raises the issue.
