Wiegand attended SIU in Alton for a year, then transferred to Missouri School of Mines where he received a bachelor of science degree in electrical engineering. He is a 1958 graduate of. (AP) — The central committee of the World Council of Churches, its interim policy-making body, will meet here August 26 lo Sept. 2, the first time it has met in this country since 1957, when it met at Yale Divinity school in New Haven, Conn. NOTICE" To CONTRACTORS Sealed proposals will be received at the office of the Village Clerk of East Alton, Illinois in the Municipal Building until 2:00 p.m., COST, on June 20, 1963 for the construction of a sewage treatment plant and sanitary and storm water improvements. Instructions to bidders, form of proposals, plans, specifications and form of contract may be examined at the office of Sheppard, Morgan & Scliwaab, 215 Market Street, Alton, Illinois. Copies may be obtained from the office of the engineers, upon deposit of $20.00. The amount of deposit for one set of documents will be refunded to each parly submitting a bid to the Village for the Improvements described herein, upon return of the plans and documents in good condition within ten (10) days after the letting. A bid bond, cashier's check, or a certified check made payable to the order of the Village of East Alton, Illinois, in the amount of Ten Per Cent (10%) of the gross amount of the bid, must be deposited by each bidder, with his bid as guarantee that In case the contract is awarded to him, he will, within ten (10) days thereafter, upon receipt of written notice of award, execute such contract and furnish a satisfactory contract bond. Upon failure to do so, he shall forfeit the deposit not as a penalty, but as liquidated damages, and acceptance of the bid will be contingent upon the fulfill ment of this requirement by the bidder. The checks or bid bonds of all excepting the three (3) lowest formal bidders will be returned within len (10) days after the opening of bids, and the remaining checks or bid bonds will be returned within three (3) days from the date on which the executed contract and the required bond have been finally approved by the Village of East Alton. The successful bidder will be required to pay all laborers, workmen and mechanics performing work under this contract, not less than the current prevailing rate of wages as has been determined by the Wage' Determination decision of the Secretary of Labor which is on file in the office of the Village Clerk. All proposals must be made on forms furnished by the Engineer. The Village Board reserves the right to waive or not to waive any Irregularities in the bids and to reject any or all bids and to determine which is the lowest and best bid or combination of bids for the Improvements. ANNOUNCEMENTS Democrats Discuss Rights Plans WASHINGTON (AP)—President Kennedy conferred with administration aides today on the new civil rights proposals he will soon send to Congress. His brother Al- t.y. Gen. Robert F. Kennedy outlined to unhappy Southern Democratic senators some of the ideas under consideration. Pierre Salinger, White HOUHO press secretary, said the President conferred with the attorney general, Burke Marshall, assistant attoi^oy general in charge of the Civil Rights Division, and Theodore Sorensen, special counsel to the President. Salinger said the timing of delivery to Congress of a special message on civil rights remains uncertain pending further administration meetings on the subject. Details of the proposed measures discussed by Robert Kennedy with the Southerners were not made public. The confrontation took place in the Capitol office of Sen. Mike Mansfield, D-Mont., the Senate majority leader, who asked Kennedy to give the Southerners— who likely will make an all-out fight against them—a review of the possible legislative proposals A majority of the Southerners, headed by Sen. Richard B. Russell, D-Ga., the chief strategist of many fights against civil rights proposals, attended the session Most of them declined to dis cuss it. Long, D-La., said after ward, High Court Throws Out Missouri Law WASHINGTON (AP) - Thi Supreme Court struck down toda> a Missouri law that authorized the governor to seize and operat a privately-owned public utility when a strike threatens the publi welfare.
