PAUL SIMON During thn noxt (lure weeks, most of the major derisions of stale government will br made — and if you have strong feelings about any pending legislation, now is the lime to contact your legislator. What is the best way to do it? Views on this will vary from legislator to legislator, but I believe the majority would agree with these six rules: 1. The most effective way to influence a legislator is by a letter. It should not be a long letter. It should not be mimeographed. (I am sometimes amazed at the number of people who send mimeographed letters.) The bes letter is one that tells simply i you are for or against a measure and why you arc. It docs not neec to be in the most polished Englisl and it can be written with a pen cil. Legislators are interested in knowing what you really believe. not what someone else believes who handed you a mimeographed statement. 2. Don't telephone. Between now and the end of the session you will have a difficult time reaching » legislator anyway. Phone calls are time-consuming to the legislator and tend to be annoying. Generally a letter is much more effective than a phone call. .3. Don't send petitions. Legislators have had enough experience to know that you can get people to sign petitions for almost anything. Five letters are generally much more effctive than a petition with 50 names. ] 4. Unless a vote is pending; within a day or two, don't sendj telegrams. Telegrams are no more} effective than letters and some times less effective because there is seldom an explanation of why the sender favors or opposes certain legislation. 5. Unless it is an extremely complicated matter, don't bother going to Springfield or the legislator's home. I am sometimes involved in debate on the floor of the Senate and in a situation where I cannot take time to listen to someone's views on anj issue. Occassionally they are of-1 fended when you do your duty in fi. en! want don't the Senate rather than come off the floor. A letter is usually as effective as a visit am way.
