and Clarence Lowrman the governor defended hie record in connection -with the incident end urged 1 heavier penalty than the one now fixed by law upon any county in which person is put to' death by a mob Besides the increased penalty he advocated a law disqualifying any person convicted of complicity In a lynching from citizenship and requirement that public officials be forced to subscribe to aa oath before taking office to the effect that they had not been conemed In any way with any mob action Defends Record "Notwithstanding misrepresents- tions to the contrary which it is against the beet of nearly 11000000 from the mount requested by the state department of education for Tunning the schools this year "In the budget recommendation for thia year" he said I have recommended not in an arbitrary way but baaed upon my firm conviction that it was right reduction of the appropriation to public schools from tlw basis of enrollment to that of avenge attendance plus 10 per ent The 10 per in my recommendation to 53-62242683" PALMETTO INN WAS CONSUMED DISASTROUS FIRE EARLY MONDAY MORNING Very Little Saved From Bum- ins Building Despite Heroic Efforts of Fighters Fin early Monday morning consumed the Palmetto Inn boordinghouM in the heart of town was not discovered till the entire back of the building was in flames and only a very few pieces of furniture were -saved Mr Crosby and hie family' barely escaped with lost of the clothing and all houeehold effects of the family Thli building waa owned by the Shaffers and had been in the family since it was erected in 1886 It waa one of the outstanding hqme of Walterboro and had lately been converted into boarding house under the name of The Palmetto Inn Mr and Mrs Crosby being proprietors Only a portion of tha loss which la estimated at soma 518- 000 wai covered by insurance Of thia Shaffer suffers the loss of the building and Mr and Mrs Crosby the furnishings of the rooms which was worth 10000 The fire was discovered at 4 and had made such progress that was impossible to save tha building The firemen fought beroidslly and saved the homo o( Mrs Witsell nearby which caught several timet It waa very cold and lea formed aa the firemen played the streams upon the the burning building It is understood that Mr Shorter does not con templates rebuilding but that ha will either sell the lot as a whole or ent it up into today standing on the steps of South Carolina's historic capital John Richards of Liberty Hill became governor of Sooth Carolina and a throng of several thousand- people besides members of the general assembly and friends and relatives of the new executive witnessed the inauguration ceremonies and heard the inaugural address The oath was administered by Chief Justice Watte recently sworn into office himself The new chief justice repeated the words of the constitutional oath and the new governor said them after him and when the swearing was completed Mr Richards was the governor Governor Richards took the oath of office with his hand on an old family Bible brought from Liberty Hill for the occasion one that had belonged to his mother Its pages were aged with use It was the governor's legwenUtlve Smoak Has Matter Referred to Delegations af Counties Interested Columbia Jan 13 The Coastal Highway set fought through the gen-'eral assembly of J926 and carried since to the supreme court of South Carolina yesterday ame under fire in the house of representatives of 1927 A bill designed to break the highway district by the -elimination of Florence county was introduced in the house by'J Humphrey Brown and 8 Russell Flody three of the four members of the Florence house delegation Mr Brown re-queated that the measure as a local bill be placed on the calendar without reference to a committee but Repr sentative Smoak of Colleton one of the other counties in the district protested that the matter was not local in its effect and suggested that it be referred to a joint committee composed of the delegations from all the counties in the district There was no opposition to his proposal and Speaker John Hamblin ordered the bill so referred Representative Philip Finklea the fourth member of the Florence delegation was not on the bill -as an author He had no comment to nuke for publication and Senator Philip Arrowsmith of Florence also refrained from expressing himself The coastal highway act was passed by the last legislature to authorise the counties of Dillon Florence Williamsburg Colleton Beaufort and Jasper to issue bonds for the paving of the highway the bonds to be secured by reimbursement agreements with the state highway department under the pay-as-you-go law Charleston and Berkeley counties formed a separate district for paving that portion of the highway within their limits Opposition developed to the measure in Florence county and legal proceedings wen instituted to prevent the act becoming law but they did uot succeed In a test case the supreme court upheld the validity of the act and the highway eommis-" sionen were appointed who took steps to put the proposal into operation i The first 91000000 of bonds provided by the act are scheduled to ha sold January 26 when bids will be opened to the office of the state The highway proposition was an Issue fa the election of Florence county last summer Senator Arrow-smith nn on a platform of committee win hold Its first meeting to consider the mil TEACHERS HOLD ASSOCIATION QUESTIONS OF IMPORT-ANCE DISCUSSED Plan For Count y-Wide Seventh Grade Examinations Are Before the Teachers The county teachers' association held an important meeting January 8 at the Walterboro high achool At this meeting several questions tar-reaching in their results were discussed end approved The first of these was the question of' county wide seventh grade examinations This means that to the seventh grades over the county will be given the same set of questions on geography arithmetic English and history and all the papers graded nt the county office To the pupils suctessfigly passing these examinations a county diploma will bo presented If this plan is put into effect it will thrust Colleton county in the lead with four (Laurens Dillon Florence end Marion) of her sister counties over the others of the state in one of the most progressive issues of the day The teachers after due deliberation and thorough discussion of their own initiative have approved this plan and requested the county superintend- ent of education Mr Strickland with the county board to approve and adopt matter and fourteen or more pages of -cuts embracing possibly 125 separate views of churches school and other public buildings poultry hog fend other farm and crop scenes as well as historical and other views of interest It will be printed on paper of fine quality 10000 copies will be issued and the work of preporing the sketches is being done by the ablest and best posted writers of the
