Recently the! court indicated it feels the speed i is nuich too slow. \ So much for the elementary and secondary schools. i As for state colleges or univers-j jtjes—the court said a week ago "recognition of the need for delay" has not even been extended to them. But the University of Alahamnj is a public school and it hasn't! been desegregated at all. Not one school of any kind in Alabama has been desegregated. ] This year a federal court, ninej years after the Supreme Court's | original ruling, ordered Negroes! admitted next Monday to the University of Alabama. Wallace promptly announced he I would stand in the university doorj to block the Negroes from registering. He repeated this as late as last Sunday. j Wednesday a federal district j judge, Seybourn H. Lynne, issued j a stern injunction to Wallace not j to interfere with the Negroes' en rollment. It does not prevent him from going to the campus Monday nor demanding in the name of the state that the Negroes be denied enrollment. In effect, he's free to put on an act. But the injunction warned him not to block, prevent or interfere with the entrance of the Negro students by "physically interposing his person or that of any other person under his direction or control." If Wallace defies this injunction and is arrested and convicted of criminal contempt, he could be jailed for 10 years. | Nevertheless, a few hours after the warning from the judge, Wallace went on the air to say he would take action that "involves even my personal freedom, but I intend to carry it out, regardless of what risk I take." He added: "What happens to George Wallace is not important but what happens to constitutional government is very important." But how does the preservation of constitutional government jibe with what Wallace says he'll do since the Supreme Court has declared segregation unconstitutional and a federal judge ordered Alabama's university desegregated? Last weekend he said that resistance to the court order is a "dramatic way to express to the American people the omnipotent march' of centralized government." Then he added this: "If 1 am arrested I will go peacefully. 1 haven't said I'd disobey a federal court order for defiance's sake but for testing." Testing what? He said the basic constitutional question to be decided in the courts is whether Alabama could operate its school system as it has in the past or whether the courts and the federal government would, j in effect, operate the system. '. Both parts of this question canj be answered easily: j 1. The courts and the federal. government, as Wallace knows, do not operate states' school systems. So this is not a real ques-j tion. ! 2. Alabama in the past has op-! erated segregated public schools. The Supreme Court has ruled public school "segregation is unconstitutional. So there is no constitutional question left to be tested. Dog License Sales Show Increase Calls for Alton dog licenses are j increasing after sales moved off j to a rather slow start two weeks | ago, In the last two days, 94 tags were issued at the City Hall ot- fice of City Treasurer M. 0. Elliott. Sales before noon today reached a grand total of 456. Just as was the case; last year, fewer than 10 per cent of the clogs I hein? licensed are females. Today's grand total included 4L'0 males and 35 female dogs. License fee on males is $2 and on females is $5, and the higher fee on females is apparently serving its purpose in making female canine pets less popular.
