that a senator voted when in fact he or she was not even present in the chamber The Senate also approved on a voice vote a new rule to require a report by April 1 from the special legislative commission established in 2003 look into arranging for television coverage of House and Senate sessions The problem with the new rule is that sources tell Beacon Hill Roll Call that the Senate does not have the power through its rules to require a report from a commission that was created by state law and no longer exists The commission was originally ordered to give its report by November 1 2003 but that deadline came and went and the commission has yet to issue a report Sources say that the Senate plans to change the new rule to one requiring the Senate members of the commission to issue a report on the possibility of Senate coverage by April 1 The House and Senate did not renew their contract with public television station WGBX to cover legislative sessions-The House sessions are currently broadcast on the Internet while Senate sessions are not broadcast anywhere LONG TERM DEBTS OF STATE The Senate 36-0 approved a new rule requiring that the annual Senate version of the multibillion budget include a description of the long-term pension bond and other obligations Supporters of the new rule said that it would be very helpful to include these long-term debts in the budget in order for senators to get a full picture of the finances and obligations and begin to develop solutions They noted that the state has an unfunded pension liability of $13 billion the gap between the amount the state has on hand to pay its retirees and the amount the state owes them They argued that the obligation to pay off this debt is likely to result in budget program cuts andor higher taxes (A vote is for the new rule) Sen Stephen Brewer Sen Stanley Rosenberg both voted yes TV COVERAGE OF SENATE SESSIONS The Senate 36-0 approved a new rule allowing television stations to
