Kemp the professor whose 1986 lawsuit sparked reforms in the education of student athletes The report released Tuesday said however Kemp had been the victim of retaliation though it did not identify those responsible Kemp said the report was flawed But she said she was grat ified by the stand it took against the retaliatory acts Kemp the English coordinator in developmental stu dies program filed grievances in March alleging that tutors for stu dent athletes were incompetent that athletes were being taught how to avoid being caught in ran dom drug testing and that ath letes and wealthy students receiv ed partiality in student judiciary cases The investigation also exam ined alleged irregularities in SAT testing scoring and reporting practices interfer ence from Athletic Association personnel in academic matters and inappropriate behavior by student judiciary personnel in an academic dishonesty hearing Although report re leased by Georgia President Charles Knapp did not agree with her most serious allegations Knapp said Kemp's complaints would result in some "tightening up" of academic and administra tive procedures The inch thick report prepared by two faculty committees and the university's vice president for legal affairs Bryndis Jenkins in cluded recommendations Knapp said would be adopted or consid ered He said corrective action has been taken regarding the acts of retaliation which included inac curacies placed in per sonnel file altering of her mailing address in the campus directory the apparent diversion of her mail and interference by an ad ministrator with one of speaking engagements "Let me make it absolutely clear that this administration will not tolerate any acts of retaliation against Dr Kemp or any other faculty member" Knapp said "Our investigation found that her four allegations in this area were indeed valid and quick action has been taken tocorrect The investigation which Knapp called extensive and expensive did not find evidence to support the more serious allegations Kemp said the report contained denials of allegations which she contended she did not even make She said complaints attributed to her were made by agrees to reduce minimum for foreign players OAK BROOK III (AP) The PGA Tour Policy Board agreed in principle Tuesday to provide greater flexibility in the requirements placed on foreign players who compete on the American pro golf tour PGA Tour Commissioner Deane Beman said the Board a concept providing greater flexibility for our foreign members" Beman said this concept would re duce the number of American tour naments that foreign members of the Tour are required to play from 15 to 12 with certain restrictions Under this plan a foreign player could compete in nine American tournaments of his choice But the other three tournaments must be se lected from a pool of tournaments to be designated by the Tour ull details have not been worked out Beman said Among the matters to be resolved are the number and names of the tournaments to be placed in the pool Those and other details will be settled prior to the next board meet ing in Orlando la in October If no overwhelming objections to the plan are made before or at that meeting the plan will go into effect for the 1990 season the foreign players will know the conditions before the end of the Beman said A similar proposal was made in Golf 1987 and was rejected by the board at that time Since then however Seve Balles teros of Spain and other leading for eign pros have campaigned against the current requirement that foreign players be required to play in a mini mum of 15 American tournaments a year Their argument has been that the number is too large that it works a hardship on them to play in 15 tour naments in this country and support their own home tours Two weeks ago al the US Open in Rochester NY Ballesteros Sandy Lyle of Scotland Nick aldo of En gland Bernhard Langer of West Ger many and Isao Aoki of Japan met with Beman to press their demands for a reduced minimum number of tournaments Ballesteros walked out of the meet ing before its conclusion ollowing the meeting Langer and Lyle both said they would give up their Ameri can tour membership in the near fu ture if the requirements were not eased The action Beman said came as a of the growth of other tours around the world par ticularly the European
