Ca drOBBt iTrihunf 33 117 DIED IN New Richmond Scene Of Worst Twister MENOMONIE (AP) The tornado that snuffed out more than a score of lives Wednesday night summoned up for old residents of northwestern Wisconsin a gala circus day in the nearby community of New Richmond, when worst twister killed 117 persons in a horrifying tragedy of wind and fire. The date was June 12, 1899, and the community was excited over the visit of the circus. Then the hot and humid weather turned overcast, and at 6 p.m. the dread black funnel dipped across the community of 1,200 persons. Cutting a thin savage path 500 yards wide for 20 miles, the tornado destroyed 300 of the 500 homes in the village, and flames (swept through the ruins, where uncounted victims burned in the (wreckage of their homes.

Trouble followed troubles for the roamed the I streets, vandals traveled in gangs I and there was even an attempt to rob the fire-cracked vault of the i burned bank. The supply of cof- fins ran out, a contemporary count of the horror added, and I there were no containers left in which to bury the dead. The court acted on two peti- tions, one by Milwaukee and the other by Racine, Walworth and Winnebago counties. Both actions sought to upset a formula under which the state pays half of the actual average cost of the care of patients in county mental institutions.

The Supreme Court made no comment in rejecting the action. (It means the counties must ini: tiate their moves in circuit court. State payments are based on the over-all average cost of the 36 county mental hospitals in the state. The 1957 average was $18.71 a week, entitling each county to $9,36 per patient per week from the state. The petitioning counties said their costs were higher than the average, which in 24 counties they were less.
