PALO ALTO TIMES, Friday, Fab. 2, 197921 Report evaluates for Cherry Chase housing plans Golf Course Legal Advertising For assistance in placing legal notices, please call the business office 326-1200 A survey of 74 people who live near the course found 90 opposed to any housing on the site, according to the EIR. The report also listed increased traffic among the negative impacts. The first plan would generate 1540 trips a day, the second 1,080, it says. On the other hand, a development could help reduce the area's housing shortage, and the units would be primarily owner-occupied and available to families.

The EIR estimates the average price would be $162,000 in the 154-unit plan and $115,000 in the 180-unit plan. The EIR also took into consideration a high-rise of about 250 units once planned negrbv. The EIR was prepared by Ecological Impact Studies, of Mountain View, at a cost of $1 1,000, to be paid by Dividend. A 300-unit proposal by Alpha Land Co. in 1972 was denied by the city, which was subsequently slapped with a $15 million inverse condemnation suit.

The city was upheld in 1976. The private course is leased from owners James and Francis Dale by Frank Menagh. Menagh is operating under a 49-year lease not due to expire until 2011, but he has expressed interest in terminating it earlier, according to the EIR. The course opened in 1962 and reached its peak in 1967, when 59,779 rounds were played. With increased competition from Sunnyvale Municipal Golf Course and the Sunken Gardens Course, play has dropped almost steadily since.

In 1977, 42,636 rounds were played. The course is open to the public and is adjacent to a swim club and restaurant, which are not part of the subdivision plan. SIOUNTAIN VIEW If Cherry Chase Golf Course was swallowed uphy houses, it would eliminate an economic venture, but also a valued piece of open space for its present neighbors. Those are the findings of a new drgft Environmental Impact Report (EIR) evaluating two housing plans for th 23-acre site next to the Sunnyvale border. One would put 154 units 110 townhouses and 44 garden homes where the course is now.

The other would build 180 town-houses in three-story structures and still maintain the nine-hole play area. Both plans are by Dividend Development Corp. of Santa Clara aud would require a mqjor change Mountain Views General Plan, wftich now designates most of the property as agricultural (open space). i Peninsula deaths I Ella Fillius Holt MENLO PARK Mrs. Ella Fillius Holt, a former teacher and long time Palo Alto resident, died Tuesday at Sharon Heights Convalescent Hospital.

She was 96. Mrs. Holt was bom in Georgetown, an early silver mining town which at the time was bigger than Denver. Her father. Jacob Fillius, was an attorney, and her mother, Emma Sabin Fillius, had moved to Georgetown as a schoolteacher.

Mrs. Holt attended Milwaukee-Downer School, then graduated in 1903 from Colorado College in Colorado Springs. She was a member of Phi Bela Kappa. Afterwards she did graduate work at Bryn Mawr College, Bryn Mawr, Pa. In the early 1900s she married Benjamin Holt, another alumnus of Colorado College.

Mr. Holt, an attorney and businessman, died shortly after World War I. Later Mrs. Holt taught at the College of Idaho in Caldwell, and studied for her masters degree at the University of Southern California. She moved to Palo Alto from Southern California in 1942.

and lived at 360 Forest Ave. for 32 years, until moving to the convalescent hospital. She was a member of the Congregational Church in Palo Alto. Survivors include two sons, Richard F. Holt of Atherton and Benjamin Holt of South Pasadena; seven grandchildren, and eight great-grandchildren.

The former member of the teachers may be axed for a balanced budget Ivan Kosel MENLO PARK Ivan Kosel, a former leading New York hair stylist, died suddenly of an apparent heart attack in Menlo Park Wednesday. Mr. Kosel, 81, was stricken while at the Crocker Bank.

He was dead on arrival at Stanford University Hospital. Mr. Kosel was born in Zagrab, Yugoslavia, and lived -in England as a young man. In the 1920s he moved to New York where he became a leading hair stylist known as Ivan of Fifth Avenue. He had lived in Menlo Park for the past 23 years where he was still active as a hair stylist.

Mr. Kosel is survived by his wife, Leona Kosel, of Menlo Park, and a daughter, Audrey Smith of London. At Mr. Kosel's request, there will be no funeral or memorial services. Superintendent Ian Hutcheon and leaders of the Los Altos Teacher Association met in a negotiation session to discuss the seventh and eighth grade changes that may result in the layoffs. At Mondays meeting of the school board, the PTA and School Sfte Council members, Keith Vander Zyl, district business manager, said revenues next year could million, compared to $6.15 million this yeur. That could main-tali) the current program, with six fefrer teachers because of enrollment losses, if would not permit any in-v creases, including salaries, insurance premiums or utility costs, according to Vander Zyl. But teachers, who received no cost of living raises this year, are expected to seek more money, and the cost of fringe benefits are expected to increase, he said.

Hutcheon said increased costs could mean the closing of a school and the elimination of most electives in the junior high schools. Those would include home economics, shops and music programs. It could mean the elimination of psychologists and librarians, for a total of 33 positions beyond the six who would be eliminated because of declining enrollment, he said. According to Vander Zyl, closing a school might save $70,000 a year, mostly in administrative and classified salaries. The school board has asked the School Site Councils to report budgetary recommendations to Vander Zyl by Feb.

Mr. Lawrence was a native of Tennessee. He moved to Blytheville, where he was married to Esther Bowles in 1927. A year later the Lawrences moved to Detroit, where Mr. Lawrence worked as a carpenter for various companies.

They moved to Mountain View in 1952, then to Van Nuys in 1953. but returned to Mountain View a year later. They had lived at 2400 El Camino Real for 25 years. Mr. Lawrence was a member of Carpenters Union local 1280 of Mountain View.

He retired in I960. He is survived by his wife, who lives in Mountain View, and a sister, Burma Pye of Grovetown, Ga. rainfall Candidates names may be clustered PALO ALTO The city clerk is recommending that the City Council take advantage of a new state law to rotate candidates' names on the ballot in the upcoming general municipal election in May. The procedure would divide the city into four clusters of nine precincts each. Candidates' names would be in a different order in each duster. The council will consider the proposal at its next meeting, 7:30 p.m. Monday in the Civic Center, 250 Hamilton Ave.

The council also will officially announce the May 8 election at that time. City Clerk Ann Tanner estimated the rotation would com the city about $800. To keep costs down, she is recommending that the candidates' state- ments be printed in alphabetical order and that they appear that way in all copies of the sample ballot. If the council decided to rotate candidates' statements also, the costs could escalate to $4,800, she said. This is the first year cities are allowed to rotate candidates names, although it has been done in state-wide elections.
