County proceedings. . . . November 9th, 1971 The Board of Supervisors of Sioux County, Iowa met pursuant to adjournment at 10:00 o'clock A.M., Chairman Gerrit J. Brands presiding. Members present were Henry J.Wisslnk, Clarence Jonker, Bernard L. Smith, Alden Walraven, and Gerrit J. Brands. Minutes of November 2nd, 1971 were read and on motion and vote stand approved as read. Road budget for a program for 1972 was signed and approved by the Board and forwarded to Ames to Iowa State Highway Commission for approval. Delegate from Pleasant Acres Nursing Home met with the Board. The Board spent the remainder of the day allowing claims as presented by the Auditor for allowance. Members present were Henry J.Wisslnk, Clarence Jonker, Bernard L. Smith, Alden Walraven, and Gerrit J. Brands. Minutes of November 9th, 1971 were read and on motion and vote stand approved as read. Moved by Wlsslnk and seconded by Jonker to rehlre Peter Gosllnga as County Weed Commissioner for the year 1972 at same salary as 1971 and same number of months, May 1st, 1972 to November, 1972. Motel at Alton which Is In the process of moving building to O'Brien County, County treasurer was authorized to have County Attorney proceed with collection of taxes. Tax sale was adjourned to December 13th, 1971. Courthouse will be closed December 24th In observance of Christmas Day and on December 31st, 1971 for New Years Day and to accept Inventories and reports for that day. Brands, Chairman November 23rd, 1971 The Board of Supervisors of Sioux County, Iowa met pursuant to adjournment at 10:00 o'clock A.M., Chairman Gerrit J. Brands presiding. Members persent were Henry J.Wisslnk, Clarence Jonker, Bernard L. Smith, Alden Walraven, and Gerrit J. Brands. Minutes of November 16th, 1971 were read and on motion and vote stand approved as read. Moved by Smith and seconded by Walraven to adopt the Federal program on Alcoholics where the Government pays 90% of the cost for the first and second year, and 80% the third year, 75% the fourth and fifth year, and 70% the sixth, seventh and eighth year. This contract can be stopped at any time by either party by giving notice to each other in writing. The Sioux County Board of Supervisors have agreed to, endorse the Federal Alcoholism Staffing Grant Application being sought by St. Vincent Hospital, Sioux City, Iowa and its affiliate, The Siouxland Council on Alcoholism. In the event this grant application is approved, we would also allocate $3,000.00 for the first year to the applicant and Its affiliate. This money to be used as matching funds and operation funds for the support of an expanded alcoholism service center, staffed with a trained alcoholism counselor coordinator and secretary to work with alcoholics and their families who reside in Sioux County. Dated November 23rd, 1971. All Supervisors voted Aye. Nays, none. Moved by Smith and seconded by Walraven to appoint Rev. Arthur J. Steenstra as a member of the Board of Sioux- land Council on Alcoholism. Motion carried. On motion and vote the Board adjourned to November 30th, 1971. Attest: M. J. Van Wyk, County Auditor Gerrit J. Brands, Chairman November 30th, 1971 The Board of Supervisors of Sioux County, Iowa met pursuant to adjournment at 10:00 o'clock A.M., Chairman Gerrit J. Brands presiding. Members present were Henry J. Wissink, Clarence Jonker, Bernard L. Smith, Alden Walraven, and Gerrit J. Brands. Minutes of November 23rd, 1971 were read and on motion and vote stand approved as read. Moved by Jonker and seconded by Walraven to appoint Bernard L. Smith as a member of the Board of Mid Sioux Opportunity Inc. at Remsen, Iowa. Motion carried. Moved by Walraven, and seconded by Wissink to have Clarence Jonker as a director on Siouxland Health Council Motion carried. County Treasurer was authorized to purchase 2 IBM typewriters for use in County Treasurer's Office. It was reported by the County Assessor that Melvin Obbink was hired as appraiser in the County Assessor's office at a salary of $500.00 per month starting November 15th, 1971. Minutes of November 30th, 1971 were read and on motion and vote stand approved as read, C. Vande Steeg and Frledmann appeared before the Board on a right of way settlement which was referred to a later date. Arle Van Grouw met with the Board on this date to discuss the deal of Lloyd Schleuter of Hawarden and how to handle same. It was decided to pay premium for insurance out of the Poor Fund and place policy in full effect as of this date, John Vande Kerk met with the Board regarding a flood light for the County Home. Referred to the Committee to purchase light for cattle yard. Date of December 22nd was set for Inventory of the County Home, On motion and vote the Board adjourned to December 14th 1971, ' Attest: M. Iowa, does hereby release and discharge the lien which It holds for care of Henry E. Bonestroo at the Mental Health Institute at Cherokee, Iowa, is shown In Mental Health Record No, 3A Page 239, In the office of the County Auditor of Sioux County, Tows This release Is given in consideration of the payment to Sioux County, Iowa, of the sum of Two Hundred Thirty-eight Dollars ($238.00) and does hereby release and discharge the above lien for care furnished to Henry F. Klaassen was hired as road maintenance man In Boyden district, starting January 1st, 1972; salary set as follows: $580.00 for January and February and $625.00 for the rest of the year. NOTICE, RECORD OF HEARING AND CERTIFICATE TO AMEND CURRENT BUDGET NOTICE - The Board of Supervisors of Orange City, of Sioux County, Iowa, will meet at the Courthouse, at 10:00 o'clock A.M. on December 14th, 1971 for the purpose of amending the current Sioux County Conservation budget adopted August 10th, 1970 by Increasing expenditures for the following reasons and In the v following funds: County Conservation Board requests authority to amend their budget for 1970 from $32,500.00 to $36,500.00. The Increase in expenditures set out above will be met from increased receipts and cash balances not budgeted or considered In the current budget. There will be no Increase in taxes to be paid in 1971. Taxpayers will be heard for or against the proposed amendment at the time and place specified In this notice. A detailed statement of additional receipts other than taxes, cash balances on hand at the close of the preceding fiscal year, and proposed disbursements, both past and anticipated, will be available at the hearing. Van Wyk, County Auditor RECORD OF HEARING AND DETERMINATION ON THE AMENDMENT TO BUDGET Be it remembered on this, this 14th day of December, 1971, the Board of Supervisors of Orange City, of Sioux County, Iowa met in session for the purpose of hearing on an amendment to the current operating budget adopted August 10th, 1970. There was present a quorum as required by law. Thereupon, the Board found that the notice of time and place of hearing had, according to law been published on the 30th day of November, 1971, and that the affidavits of publication thereof were on file with the County Auditor. Thereafter and on said day the amendment was taken up and considered and taxpayers heard for and against said amendment as follows: Thereafter, and after hearing all taxpayers to be heard, the Board took up the amendment to the budget for final consideration and determined that said budget be corrected by changing the proposed expenditures as listed in the original budget, in the County Conservation Fund from $32,500 to $36,500 to be paid from additional receipts other than taxation and cash amendment does not increase the taxes to be collected in 1971, The vote upon final adoption of the amendment was as follows: Ayes: Gerrit J. Brands Nays: None Alden Walraven Henry J. Wissink Clarence Jonker Bernard L. Smith . The County Auditor was thereupon directed to 'correct his records accordingly, and to certify a copy of the proceedings to the County Auditor, and to the State Comptroller to be attached to the original budget for record. I hereby certify the above to be a true and correct copy of the proceedings of the Board of Supervisors relating to the consideration of an amendment for expenditures and receipts (other than taxation) of the original budget adopted on 10th day of August, 1970.
