Stehlin, director of the Community Handicapped Workshop Survey, In an address before the Alton IOOP Western Star Lodge Wednesday night, explained the general plans of his group to establish a vocational; training program and sheltered workshop for the handicapped adults and cited the critical need for such a facility in the Greater Alton area. "Without this facility," Steh- Jin said, "our handicapped people .will continue to be physically rehabilitated and educated largely in vain since there are very limited employment prospects for them without the advantages of vocational training, Only a limited purpose is served when a handicapped individual is provided with physicaMher- apy or artficial limbs or special education but is unable to find work later or feel that he is a useful, contributing member of his community. As a rule, be is forced to remain dependent upon his relatives or various tax-supported agencies and may ultimately become a prime candidate-'for one of our already overcrowded institutions or nursing homes. "The vocational training program and sheltered workshop which we plan to establish," Slehlin continued, "can do much to help meet the needs of these I people.
