Legislature Overturns 7 Of Lucey's 36 Vetoes Happy Ads 1 MADISON, Wis. (AP) The calling of a special session loomed as a possibility today in connection with the regular legislative session which opened Thursday. Seven of Gov. Patrick 36 vetoes were overturned Thursday by either the Wisconsin Assembly or the Wisconsin Senate, and sent to the other house. Supporters of two measures which would provide higher state payments to local governments for land taken off tax roles were attempting to head off the possible overriding of two other vetoes.

One of the bills would have required the state to pay local government for services provided by them to state property. The other one would require the Department of Natural Resources to pay local governments for tax revenue lost due to state park land acquisition. Both bills, which had considerable support, were on the calendar when the lower house recessed Thursday. When Lucey vetoed the bill on municipal reimbursements, he said that he believed in the principle involved but that the language of the bill would compromise the sovereignty of the state government. The DNR already reimburses local governments for some of the property taxes which they lose on land which is utilized for fish and game purposes.

The Assembly voted, on two-thirds votes, to pass three bills over the Democratic objections, although leaders of the Democratic-controlled body had predicted that the vetoes would probably go uncontested there. The lower house voted 64-32 to override Lucey's veto of a bill which would prevent the Department of Natural Resources from enacting rules on animal waste management without first receiving the okay of the agriculture committees. The rules are aimed at preventing organic matter from polluting streams during spring thaws. Backers of the bill said the DNR should concern itself with the problems of industrial pollution before bothering the state's financially hard-pressed farmers with expensive animal waste management requirements. Lucey has argued legislators can influence the development of the rules without resorting to the radical remedy of legislative review.

Another bill passed by the Assembly over veto would require that public aid applications be made in the presence of a welfare worker rather than by mail. It was overridden 69-26 after the Milwaukee County Board expressed its strong support of the bill. The other measure readopted by the lower house was one supported by the Wisconsin Automotive Trades Association which would subject disgruntled auto owners to prosecution if they stopped payment on checks written to automobile repairmen. The vote was 65-30. One of the four bills reapproved by the Senate would establish a special youthful offenders category in the state court system, despite objections that such a category would inspire the opening of the youthful offender institution being completed in Adams County.

The governor has opposed opening of the $12 million facility on grounds emphasis should be taken away from the institutionalization of offenders. But the upper house passed the bill 26-5. The Senate also voted 27-4 to override the veto of a bill which would broaden access to welfare records. 21-9 to pass a bill exempting certain lands from real estate transfer fees, and 28-3 to approve a proposal which would make the Milwaukee County Board of Public Welfare a function of the County Board rather than a citizens group. The welfare inspection bill would allow any citizen to examine records in detail without notification going to the welfare recipient.

Lucey had said the measure would be an unwarranted infringement on privacy. The transfer fee proposal would exempt cemetery plots and land conveyed from the corporation to its stockholders upon dissolution of the corporation. HAPPY ADS Airlines, FAA Baffled By Security Problems By VERN HAUGLAND AP Aviation Writer WASHINGTON (AP) Finding a way to halt airline hijackings has baffled officials of the nation's airlines and the Federal Aviation Administration Airport security has tightened noticeably since the beginning of the year. Carry-on luggage frequently has been searched. Passengers have been screened for weapons by electronic metal detectors.

Ticket agents have kept an eye peeled for suspicious persons who fit a secret hijacker profile. But the hijackings continue. Six jetliners have been hijacked in the past six weeks alone, including two that were commandeered by gun-toting sky pirates Wednesday night. (AP) A University of Wisconsin official said Monday the UW have to go to an entirely different system of funding higher as a result of court challenges involving the legality of nonresident tuition. Donald Percy. UW vice president for budget planning and analysis, said students in a number of midwestern and southern states have instituted court actions since laws changing residency and age-of-majority requirements were passed.

Possible alternatives to nonresident tuition, Percy added, include raising fees for all students, using new criteria to define residency, such as an taxpaying history, or working out reciprocity agreements with other states. Percy labeled the last possibility administrative Under the current system, resident undergraduates pay only a quarter of their instructional costs while nonresidents are charged 100 per cent. The UW collected more than $11 million in tuition income for the 1971-72 academic year, Percy said. Schmid said the third game of the 24-game match would be held on schedule Sunday, but the future of the match was very much in doubt. Schmid said it depends on whether Fischer continues his boycott.

He added that the World Chess Federation FIDE could step in at any time and disqualify him. But Dr. Max Euwe, president of the organization, said Schmid was still in charge of the match and must decide how to handle the American.
