Allow Iowa to Issue Permits For Special Waste Discharge WASHINGTON (AP) - The Environmental Protection Agency granted interim authority Tuesday allowing 10 states to issue permits for waste discharge into waterways. The authority expires next March 18 under a limitation imposed by the new water pollution law just passed by Congress. EPA's general counsel, John R. Quarles, told a news conference the 10 states would have time to process and issue only a few permits, perhaps anywhere between half a dozen ,and two dozen,, .before J.hejrin;- terim authority runs out and the permit-issuing authority reverts to EPA. In the long run, however, all states are to be authorized to operate their own permit programs subject to federal oversight and the possibility that EPA could step in if necessary. The first states to receive interim authority, Quarles an­ nounced, are California, Georgia, Iowa, Michigan, Minnesota, Mississippi, Missouri, Ohio, Oregon and Washington. Quarles said additional states may apply for interim authority. EPA had been ordered by President Nixon to set up a nation-wide system to issue permits to industrial waste dischargers under an old law. The aid is to control pollution by placing conditions in the industrial permits. Legal difficulties blocked the EPA effort after more than 23,000 applications had been submitted. In the new water pollution legislation adopted last October, Congress set up a new permit program and removed some of the legal obstacles. Under this program the states would operate individual permit programs under guidelines established by EPA. During the news conference, representatives of Minesota, Michigan, Iowa, California and Missouri were asked how they viewed the Nixon administration's recent decision to release only half of the money authorized by Congress for the next two years for municipal waste treatment plant construction. All five expressed serious concern that the decision would set back their antipollution programs. Man Convicted DES MOINES, Iowa (AP)-A Polk County District Court jury Tuesday convicted a Des Moines man of rape in con' nection with an incident here last year. Sentencing was set later this month for Eugene Leslie Poole, 32. He faces a possible life sentence for the crime. ROCKER ft*.
