of the 25 shuttle launches have been delayed two of them seconds before liftoff because of problems with propulsion sys- terns supervised by Marshall Space Flight Center in Huntsville Ala Some aerospace experts contend that record may be a factor in why several NASA officials at Marshall were not swayed by engineers who argued against launching Challenger in the cold on Jan 28 "They were tired of getting beat up and backed against the wall for any delay" said a former high-ranking Kennedy Space Center official who spoke on the condition he not be identified Marshall's deputy director of special projects Judson Lovingood denied that such considerations influenced the decision-making process that led to Challenger's launch "Not one time did any of that occur to me We don't give the OK to launch unless we think it is safe" Lovingood said in an interview Commission Chairman William Rogers has criticized NASA for launching Challenger saying the decision-making process was "clearly flawed" Lovingood would not dispute Rogers' assessment but said "Based on what 1 had in front of me I did as a professional what I should haVe done" But the former Kennedy official said Marshall was "paranoic" about delays because they were routinely castigated by former NASA administrator James Beggs for shuttle engine problems Beggs who resigned last week could not be contacted to fly over a part it city officials say But what will happen to Chicopee State Park when a squadron of mammoth new transports is moved to Westover Air Force Base may not be known until fall The sale of the easement means C-130 planes will continue to fly over the links to or from West-over an Air Force official says The sale only prevents the city from building on the course the Air Force says' Some aldermen however worry the Air Force may put up signs jt a marking the easement area or cut down trees there The proposed -easement which has a $27250 price tag allows that- Aldermen will consider the effects erf the sale at a 7 pm public hearing Wednesday in aldermanic chambers City Hall But the discussion is expected to shift from C-130s buzzing over the golf course to a separate and
