H. P. Sommers, Hallettsville. Report Of Grand Jury. Hon.

Lester Holt, Judge District Court of the 25th, Judicial Dist. of Texas. We the Grand Jury empa- term 1924 of your Honorable Court for Lavaca County beg leave to submit the following report: We congratulate the citizenship of the County on the fact so few offenses of the grade of felony have been committed in the County during the past six months; we have investigated all violations of the law that have been brought to our attention and have returned 5 bills for felonies and 6 indictments for misdemeanor. We have inquired carefully into the enforcemnt of the prohibition laws in the county and regret to report we were entirely unable to secure any information that would lead indictments, the before us goes to! show that there are open and llagrant violations of these avvs, and yet evidence could not be obtained to justify indictments. We have been forced to the conclusion that the old story that the prohibition laws can not be enforced in Lavaca County, has been repeated so often that our peace officers seem disposed not put forth the efforts they should to secure evidence such cases.

The suggestion is here made that proper police protection be given the various public dance halls in the County to the end that th boot-legger who seems have been so successfully ply ing his trade at these plac may be brought to justice. We have inquired into the finances of the County an find that the General Fund is now on a cash basis and tha funds are on hand to tak care of all outstanding von chers. Without making any re comendation w7e suggest that the Commissioners Court con sider the advisability of hav ing a complete audit made accounts of Paribus We also suggest to the Com missioners Court that the 125 acres of land in County owned by the perma nent School Fund of thi Vollentine Minors. We find that there is rest room for white ladie provided in the Court-house and to this condition we respectfully call the attention of neled to serve for the spring the Commissioners Court. We inspected the jail and found the inmates fairly com fortable except that on the day of our visit the rooms were cold; we suggest that the stove pipe be put up correctly, that the sewers be given regular attention and that the broken window panes be replaced at once. We have visited the poor farm and found the property kept in good condition, the rooms neat and clean and the inmates as comfortable as could be expected under the circumstances. We compliment the Janitor of the County Courthouse in the manner in which he is looking after the building, we suggest that however that the roof of the Courthouse be i and proper steps be taken to stop, the leaks are now apparent and that the fire escape be given a coat of painr. We thank yourself the District Attorney, the County Attorney, the Sheriff and other officers for aid given us in our deliberations.

Respectfully submitted W. T. Brian, Foreman, J. C. Deborah, S.
