By Jerry Buck Of The Associated Press LOS ANGELES Bill Cosby and Bob Newhart, two of television's funniest comics, tied for first place in the Nielsen ratings for the week ended June 23, but Newhart's rise didn't knock NBC out of its longstanding lead.

Despite the ratings jump of CBS' Newhart and several other CBS shows during the past week, NBC Cosby 's network) continued its summertime dominance. NBC was first for the fifth straight week. CBS was a close second and ABC was third. Newhart, in 14th place the previous week, got a boost from ABC's Monday night coverage of major league baseball. In fact, all of CBS' Monday night schedule benefited as viewers switched from baseball to CBS.

The ballgames traditionally get low ratings. Two other CBS Monday night shows were in the Top 10: Kate allie and Cagney Lacey. Scarecrow Mrs. King, which wasn't in the Top 20 the week before, tied for 13th place. NBC's Monday night movie, a rerun of Remembrance of Love, was 20th.

ABC's baseball game tied for 34th place. NBC had a network average of 13.0 in the A.C. Nielsen Co. ratings. CBS was second with 12.7 and ABC was third with 10.2.

The networks say this means that in an average prime-time minute 13.0 percent of the nation's TV homes were tuned to NBC. Cbs maintained its lead among the evening news shows as it gained 11 percent in the ratings over its rivals. ABC took over second place and NBC dropped to third.
