Nielsen Co. showed Tuesday. Among NBC's winners was its Emmy broadcast, which helped send CBS' "George Washington" two-part movie to one of the worst starts in miniseries history. ABC's "Head of the Class," starring Howard Hesseman, ranked fifth for the week. NBC's strategy of introducing new series before the regular prime-time season began Sept.

22, to ensure sampling against rerun competition, worked better than anticipated. "I'm very satisfied," said NBC Entertainment President Brandon Tartikoff Five of NBC's seven new series were on last week. ABC introduced seven of nine new series, while CBS showed only "The Wizard" among its seven new series. In its second outing, "The Wizard" fell to 37th place. For the week of Sept.

15-21, NBC averaged a 17.3 rating, while ABC had a 13.5 and CBS a 13.1. The week also marked the end of the 52-week, 1985-86 season, which NBC won with a 15.9 rating to CBS' 14.6 and ABC's 13.5. Tartikoff said the biggest surprise was "Crime Story," the cop show set in Chicago in the 1960s. Although it will be on Tuesday against ABC's tough "Moonlighting," "Crime Story" was introduced last week after "The Cosby Show," then given a spot behind "Miami Vice" the next night. The two-hour opener had a 20.1 rating and the follow-up ranked 14th with a 17.0 rating. "Easy Street," Loni Anderson's sitcom, performed well after "The Golden Girls" on Saturday, but eventually will face CBS' "Murder, She Wrote," a Top 10 show, on Sunday. Off to a good start is NBC's "Our House," starring Wilford Brimley.

In its third outing, second in its Sunday spot against "60 Minutes" and "The Disney Sunday Movie," "Our House" ranked 25th. SIU radio, TV to air debate WSIU-TV and WSIU-FM radio will both broadcast the Thompson-Stevenson gubernatorial debate, scheduled for 12:15 p.m. today at Springfield. WSIU-FM, at 91.9, will air the debate live, with the broadcast starting at noon. WSIU-TV will broadcast the debate at 10 p.m.

on Channel 8.
