Papenfuse executive director of finance and administrative services for Williamsburg-James City County schools to a similar post in Hanover Papenfuse will become director of financial services for Hanover schools July 1 Both posts are a result of a reorganization of school administration under Superintendent Stewart Roberson "This reorganization comes as a result of Hanover's rapid growth rate aggressive school construction schedule and the need for strong financial David Slon-aker executive assistant said yesterday Hanover schools have about 14000 students By 2000 enrollment is expected to climb to 16000 Slonaker said A new elementary school Cool Spring is scheduled to open in September 1997 next to Chickahominy Middle School in Atlee Plans call for a new middle school to open in 2001 and a new high school in 2003 both in the Rural Point area In his new post Lewis will oversee school maintenance operations transportation and construction These duties and financial services are now performed by the dean erf administrative services David Yush-chak His job is being split into the posts Lewis and Papenfuse will fill Yushchak will become director of auxiliary services July 1 Lewis before besoming principal was a teacher and then an administrator in Richmond public schools He was assistant principal of Armstrong High School from 1983 until 1988 and principal for the 1988-89 school year He has a bachelor's degree in religion from the University of Richmond a in English from Virginia Commonwealth University and a doctorate in education from the College of William and Mary Papenfuse before his appointment to the Williamsburg-James City County schools post in 1991 was Albemarle assistant schools superintendent for finance and operations Papenfuse holds a bachelor's degree from the University of New Hampshire and a degree in business administration from the University of Massachusetts the plane was bought and equipped through private donations and corporate gifts but he added he rule out seeking government funding in the future Robertson who ran against Bush in the 1988 Republican primaries asked the more than 200 people standing in the 90-degree heat at a dedication ceremony at Washington Dulles International Airport to indulge him in a political reference wish won in Robertson said with a laugh Robertson said he called Bush about a month ago to ask for his help in commissioning the L1011 jet are old Robertson said after the ceremony thought we were rivals but I campaigned for him in 1988 and considered him a dear The 177-foot plane has a sleeping section for up to 67 people an operating theater with three bays two dental chair sections and a storage area for tons of supplies and equipment It can serve up to 2000 people per trip Robertson said the Associated Press Chantilly Former President Bush christened a $25 million yesterday calling the specially equipped plane point of light in Hie plane built for religious broadcaster Pat Robertson's relief group Operation Blessing will fly its first mission to El Salvador next month Robertson said That trip will be followed by humanitarian visits to the Ukraine and India this summer The plane and its medical staff of 17 can provide emergency care and perform operations in medically underserved or disaster-stricken areas "When I see a mission like this I see America at its very Bush said The plane exemplifies the ideal of private volunteerism known as the 1000 Points of Light that he championed in the White House Bush said citizens acting out of concern for others and giving something back can do for more than government can" Bush said Paul Thompson Operation Blessing president said BASEBALL FROM PAGE Bl lie financing of a stadium Del Vincent Callahan Jr R-Fairfox who heads the committee was asked to rate chances of getting a major-league team "At one point they were good Now they are According to Callahan talks focused on using lottery money user fees and a special taxing district around the stadium to raise the $17 million a year to pay off the bonds for construction of a $250 million 45000-seat stadium have eliminated any consideration of new statewide Callahan said coming down to user fees like taxes on tickets combined with a state State officials also are pressing Virginia Baseball to make a major contribution to building a stadium Sources close to the negotiations said the investor group is willing to contribute between $50 million and $100 million to stadium construction in addition to the $150 million it expects to pay for a major-league baseball franchise None of that will matter however if an agreement on where to put a stadium cannot be reached decision to pull out of the competition follows a similar decision by Loudoun County supervisors Loudoun officials said they were unable to reach an agreement on buying a 300-acre site near Washington Dulles International Airport Ironically Fairfax and Loudoun were the two jurisdictions that started the search for a site more than two years ago But since then the political winds in Northern Virginia have shifted eroding what once was strong support tor bringing in a baseball team The one-time leaders of the effort now have less influential roles In Fairfax the baseball effort was anchored by former supervisors Chairman Thomas Davis IB He bowed out of local politics after being elected to Congress In November Fairfax voters elected a Democratic -majority board with long-standing ties to the county's slow-growth advocates Katherine ifanley the current supervisors chairwoman said she supports a local baseball team but she has not taken an active role in promoting it In Loudoun the baseball effort was led by stadium authority Chairman Barton a former supervisors chairman who did not seek re-election last year Of the nine supervisors who served on the board that started searching for a stadium site two years ago only two remain in office The struggle to find a baseball stadium site is adding to Northern Virginia's reputation as a place unfriendly to large-scale development projects In the past several years plans have been proposed then dropped to build a football stadium for the Washington Redskins in Alexandria the America theme park in Haymarket and a Thoroughbred racetrack in Loudoun In each case proponents were unable to overcome the protests of residents who complained that runaway Officials dropped bid after they were unable to reach an agreement on buying a 300-acre property near Washington Dulles international Airport a Stafford Coeaty Site is nearly 30 miles south of the Capital Beltway and even baseball supporters aay it is too distant from the population center of Northern Virginia development was ruining the region is a sad said Dix who headed a baseball stadium site selection committee that examined more than 30 spots in Fairfax is a matter of the unwillingness erf some political leaders to recognize the economic benefits that would accrue from something like this It's just a shame that in a jurisdiction of 400 square miles there is no place we can locate an economic development project that would create 1200 jobs and produce millions in tax Barton said the claims of economic benefits are being drowned out by the protests of homeowners who say a stadium would further congest already crowded highways and deflate property values It was howls of protest about traffic and a deteriorating quality of life that prompted Fairfax Supervisor Dana Kauffman to do an about-face and ask that the county withdraw from the regional baseball site competition The county had been considering two sites both of them in Springfield and both in Kauffman's district Just a few weeks ago Kauffman was an ardent supporter of bringing major-league baseball to Fairfax On May 7 he testified before a US Senate subcommittee and said that time is right for a stadium in Northern Virginia specifically in Fairfax County Kauffman said his turnabout was because of his belief that the county does not have enough time before the June 17 deadline to assess the impact of a stadium and allow the public to have its say But Fairfax already has had several hearings on potential sites as it pared a list that originally included more than 30 locations Political observers said Kauffman a first-term supervisor reversed his position after being taken aback ty the intensity of opposition from his constituents CRIME LOG Strategies may differ goal Law officials discuss crackdown on drugs The drug of choice in Richmond may be crack cocaine while Henrico County police make most of their arrests tor possession of marijuana But law enforcement officials from both localities and others from around the state agreed yesterday that the type of illegal substance is irrelevant need to develop different strategies but work together to find said Henrico Police Chief Henry Stanley Jr He was among 165 local state and federal law enforcement officials who participated in a daylong meeting at the Richmond Airport Hilton in eastern Henrico The event was sponsored by the Capital Regional Law Enforcement Agency developed the summit to review issues and assess where going in the Stanley said during a break trying to think outside the box of strategies used over and over time to look at different approaches" Officials from various localities and the Drug Enforcement Administration US Postal Inspection Service and UJ5 Customs Service shared techniques they use to fight drug trafficking and drug use They also discussed ways to eliminate the boundaries between their respective agencies Other suggestions included finding better ways to share information about suspects providing narcotics agents with ongoing training and reviewing sentencing guidelines with an eye to making them tougher need a balanced Hanover County Sheriff Stuart Cook said River search for boy The search for the 12-year-old boy who apparently drowned Saturday afternoon in the James River in Richmond will continue this morning after an unsuccessful shoreline and surface search yesterday The James was too high fest and
