sergeanl-at-arnis, Fred L. Buttertield; assistant, lHtnlcl Rygel. SACRA MF7STO, June 2. Governor Stephens' office has received numerous letters from foreign consuls lV America asking if the recently up-rftived alien tax hw of California ap-poss to consular officers, and attaches. The question has not yet been decided.

The law, whlcr has been described as stringent and providing few loopholes for possible evasion of its pro-visiorfl, requires every male alien ever the age of 21 to register within MhretT days after entering the state. For aliens already residents in the state the time for registration is stated. Registrations must com-I fiftr pletedbyJuly 31. A penaltyvif fifty per cent of the poll tax is prpvided for delinquency. Penalty 'for failUe tefusal to register ot to state falsely or for lending a poll tajt certificate to another, carries a misdemeanor penalty, providing a maximum of not more than $500 fine or' six months'' Imprisonment, tr both.

Importance attaches to the mea-fureitecording to the governor's office, through its reouHretnents that all male aliens of adult age must register annually as well as being re- quired to contribute to the support of the schools, the poll tax being turned Into the school fund of the county In which it is collected. The is was said, would prevent California frora getting Into the situation it found 'ntself at the opening of the World, War, when thousands of enemy aliens roamed unchecked In the territory.
