of Richmond, died Thursday after a long illness. He was 74. Mr. Jackson, who lived at 10298 Iron Mill Road in Bon Air, was born in Chase City. He attended the College of William and Mary, where he was a member of Sigma Nu fraternity.

He retired in 1972 after 40 years with Coca-Cola. He was a member of St. Giles Presbyterian Church and a former member of St. Thomas Episcopal Church. Survivors include his wife, Mrs.

Laura Jinkins Jackson; a daughter, Mrs. Margaret Jackson Bell; and a sister, Mrs. Irene J. Harris, all of Richmond. A funeral service will be held at 11 a.m.

The Davises own real estate, including a half interest in a Portsmouth parcel leased by the state Division of Motor Vehicles, valued at $779,267.

Their other major landholdings include a 20 percent interest, valued at $323,380, in 11.8 acres leased to a Chesapeake auto dealership; a partial interest in two unimproved parcels in Chesapeake, valued at their home in Portsmouth, valued at and a beach house in the Croatan area of Virginia Beach, valued at just less than $82,000. The 1982 assessment on the Croatan property puts its value at just less than $94,000. Davis' 9.7 percent interest in The Television Corporation of Virginia was valued at $520,000. That was almost dou- West asks 2-term limit Mayor Roy A. West suggested yesterday limiting himself and future mayors to two terms in office, but that move will probably require a city Charter amendment by the General Assembly.

West's suggestion came in a meeting of the committee he appointed to review and suggest changes in the rules by which the council operates. Most of the changes will be minor ones to make the rules conform to the way the council has been doing things anyway, according to revisions suggested by City Attorney William H. Hefty, City Clerk E.A. Duffy and Henry Jarvis of Hefty's staff. A resolution proposing the new set of rules will be introduced Monday, the first resolution of the council's new term.

The committee members West, Henry L. Marsh III and G.S. Kemp Jr. will be its sponsors. But Kemp said he will also propose another change not among the committee endorsements.

This would require that appointments to committees, commissions, boards and authorities be done by resolution, prepared and circulated in advance and not by voice motion. Kemp unsuccessfully pressed the council to seek the two-term limit on mayors in December. It was seen then as an attack on Marsh, who was kept from a fourth term as mayor when West was elected 5-4 last week. When West suggested the limit yesterday and said Hefty had advised him it would probably take an act of the General Assembly, Marsh said that "if we're going to tamper with the basic system we should give it some serious thought" and perhaps appoint a citizens' study committee. Hefty said the problem with the council placing a limit on the mayoralty is that its rules last only for each two-year term, and would thus expire with each new council and each new mayoral election.

Overeaters meetings Overeaters Anonymous has a new group which meets at 10 a.m. Saturdays at the Southside Church of the Nazarene, 4003 Cogbill Road. Another group will meet at 3:30 p.m tomorrow at Westminster Presbyterian Church, 4103 Monument Ave. Class of '73 at Armstrong The Armstrong High School Class of 1973 will meet at 4 p.m. tomorrow at the Holy Rosary Center, 33rd and streets, to make plans for a ble the value of the 10.3 percent he held in last year's statement.

TCV owns WRLH, Channel 35, in Richmond and another independent station in Norfolk. Davis has an 8.3 percent interest, valued at $143,000, in Television Corporation of North Carolina. The Davises had a sizable indebtedness last year to go with their assets. Davis owes $160,000 to Herbert Bangel, a Portsmouth lawyer, friend and political supporter. It is payable on demand with no interest.

They have an unsecured loan of $120,000 from United Virginia Bank and are repaying it at 13.5 percent interest, and an additional $80,000 loan at 9.5 percent from the same bank that is secured by life insurance. They had a $150,000 loan, at 20 percent interest, from Central Fidelity Bank, that was due in March, and they were paying 14 percent interest on a $100,000 loan from Citizens Trust Bank. The Davises showed $308,600 in liabilities for "accrued income taxes on unrealized asset appreciation." This is the capital gains tax that they would owe on companies that have increased in value if they were to sell their interest in those companies. Davis released his latest financial statement after a request by The Times-Dispatch. Last year, in the midst of his campaign for lieutenant governor, Davis at first refused and then agreed to release a similar statement.

That release came as his opponent, state Sen. Nathan H. Miller, was under scrutiny on allegations involving conflicts of interest. North Side doctor succumbs at 58 Dr. William Carlyle Gill a North Side physician who had been president of several medical organizations and was formerly chief of staff of Richmond Memorial Hospital, died yesterday while on vacation in the West.

He was 58 and lived at 3310 Loxley Road. For many years, he maintained a private practice on Chamberlayne Avenue. Dr. Gill was a past president of the Virginia Academy of General Practice and the Richmond Academy of Medicine. A native of Richmond, Dr.

Gill had attended the College of William and Mary, where he was a star hurdler and head cheerleader. He quit in his senior year in 1943 to enlist in the Navy. He was wounded on Guam while serving as a pharmacist's mate. He later graduated from the University of Richmond and the Medical College of Virginia. For three years in the 1950s, he served as the attending physician at the City Jail.

He is survived by his wife, Mrs. Mildred Anderson Gill; his mother, Mrs. William C. Gill; three sons, William C. Gill III, John Spencer Anderson Gill and Carter Lee Gill; and a brother, Thomas Gill.

Funeral arrangements were incomplete last night. Benjamin Morgan, ex-teacher, dies Benjamin S. Morgan a teacher at St. Christopher's School for 26 years and a former school administrator, died Thursday at a local hospital. He lived at 8900 Brieryle Road.

Mr. Morgan, who began teaching English and history at St. Christopher's Middle School in 1927, served as principal of the middle school and assistant to the headmaster from 1951 to 1952. For a time, Mr. Morgan also served as chairman of both the history and English departments at St.

Christopher's. In 1941, he dropped his English department duties but continued as history department chairman. He retired in 1952 but later returned to the school to teach for one year. He also coached track. A native of West Virginia, Mr.

Morgan received a bachelor's degree from HampdenSydney College, a master's degree from Syracuse University and a law degree from the West Virginia University School of Law. Survivors include his daughter, Mrs. Jane M. Sharpe of Richmond, and a son, Benjamin S. Morgan III of Norfolk.

A funeral service will be private. Burial will be in Westhampton Memorial Park. J.A. Throckmorton dies HESS James Archie Throckmorton, 65, former president of Archie's Motor Freight Inc. at Sixth and Maury streets, died Wednesday.

He lived on Route 14, Osborne Turnpike. He founded the trucking operation in 1935, and he and his brother took turns driving a truck. At one time, his firm had 110 tractor-trailers and 50 tractors. About eight years ago, the firm's operating rights and equipment were sold, and Mr. Throckmorton operated a used truck and trailer business under its name.

He retired about a year ago. He is survived by his wife, Mrs. Lillian Chappell Throckmorton of Richmond; a daughter, Mrs. Sandra T. Wright of Richmond; and two sisters, Mrs.

Blanche Geitz of Richmond and Mrs. Gertie Satterwhite of Alexandria. A funeral service will be held at 2 p.m. today at Woody Funeral Home's Parham Chapel, 1771 Parham Road, with burial in Greenwood Memorial Gardens. The family requests that contributions be made to the American Cancer Society or to the Masonic Home on Nine Mile Road.

Arlington man is sentenced reunion. Davis to wait till Labor Day ALEXANDRIA (AP) Arlington businessman John Bowles was sentenced yesterday by U.S. District Judge James Cacheris to serve a year and a day in prison for two counts of filing false statements. Bowles had pleaded guilty June 4 to one count of filing a false statement with a federally insured bank and one count of filing a false statement with the Small Business Administration. Bowles, former head of National Cleansing Products was indicted in 1977 for allegedly making illegal car payments for a Senate aide in an attempt to influence government purchases of soap products.

By United Press International Democratic Senate nominee Richard J. vis will not debate his Republican rival, Rep. Paul S. Trible before Labor Day, Davis' campaign manager said yesterday. "We are not participating in any debates or joint appearances before Labor Day," James Carville said.

"Two months is ample opportunity for the voters to consider the candidates." Neil Cotiaux, Trible's spokesman, was quick to criticize Davis' decision. "By begging off on this kind of discussion, I think our opponent is showing just how illprepared he is for the job of United States senator," Cotiaux said. "If it takes him this long to prepare for a debate now, how long will it take him to prepare for a debate in the U.S. Senate?" Davis nearly ignored Trible's challenge that they meet in a broadcast debate in June. He said Friday he would not appear with Trible July 17 at a Fredericksburg meeting of the Virginia Press Association.

But Carville said Davis accepted an invitation from the Virginia Capital Correspondents Association for a televised debate with Trible Oct. 21. Trible had not decided whether to attend the Oct. 21 debate, Cotiaux said. Carville said too many joint appearances can be damaging..
