Mrs. Lowe was a past state recording secretary for the Women's Christian Temperance Union for many years and was a past president of the Chesterfield County Women's Christian Temperance Union for a number of years. She was Past Worthy Matron and Charter Member of the Order of the Eastern Star, Chapter No.

121 in 1949 to 1950. A member of the Chester Women's Club, a graduate of the Petersburg School of Nursing in 1915, a member of the Senior Citizens Club and a member of the A.A.R.P. Mrs. Lowe was one of the oldest active members of Chester Presbyterian Church. She is survived by two daughters, Mrs.

Elizabeth Lorms of San Antonio, Texas and Mrs. Samuel A. Rankin of Ramseur, N.C.; seven grandchildren; and seven great grandchildren. Funeral services will be held Friday at 2 P.M. in Chester Presbyterian Church.

Stuart Cosby got her Chesterfield County personal property assessment notice Tuesday and she didn't like what she saw. The bill on family's two old autos had jumped from $1.44 each to $7.20 each for the 1969 Ford Fairlane and the 1966 Robinson to Head Appeals Bench WASHINGTON (UPI) Judge Spottswood Robinson III becomes chief judge of the U.S. Court of Appeals for the District of Columbia today, Supreme Court Chief Justice Warren Burger announced yesterday. Robinson will be the first black to serve as chief judge of the District of Columbia circuit and only the second black ever to become chief judge of one of the nation's 11 federal circuits. The late William H.

Hastie was the first black to hold such a position, when he was chief judge of the 3rd Circuit from 1968 to 1971. Robinson succeeds Judge Carl McGowan, who yesterday reached the mandatory age limit of 70 for chief judges of federal circuits. McGowan will continue as an active judge on the federal appeals court in Washington. Robinson, a native of Richmond was a member of the U.S. Commission on Civil Rights from 1961 to 1963.

He served as a federal district judge from 1964 to 1965. WOOD Thomas C. Wood, of Gum Spring, departed this life May 5, 1981 in a Richmond hospital. He was the widower of the late Cora A. Wood.

Heis survived by a step-daughter, Mrs. Lucy W. Pollard of Cincinnati, Ohio; a son, Mr. James A. Wood, Sr.

Raises Old Cars the values in this old car book. "We arbitrarily set the value of $200 for cars 10 years of age or older," he said. Richmond has been using $100 as the lowest value it assesses cars at. Henrico uses the $40 that Chesterfield did for cars 10 years and older. Nine-year-old cars in Henrico are valued at $60 and eight-year-old autos at $100.

Newer cars are taxed on their average loan value in Henrico. The tax rates are $3.80 per $100 in Henrico, $3.60 per $100 in Chesterfield and $3.59 in Richmond. If Mrs. Cosby's '66 Rambler were assessed at its real worth, Wingfield said, she would probably be, paying taxes on $500 worth car. For the '69 Ford Fairlane, the average retail value would be about $725, he said.

Chesterfield taxes new cars on the basis of their loan value, which is typically less than the retail figure. Despite the fact the assessments are for $100, Mrs. Cosby said, "They're both very good cars. "We've been offered $1,500 for the little Ford." Child Hit By Car Is Killed FOUTZ Mrs. Nancy L.

Navy Will Push Recruiting NORFOLK (AP) The Navy, which has lost countless fliers and nuclear engineers to industry, will counterattack this weekend with a hard-sell recruiting program in the Northeast. Because of the concentration of high-technology industry and good universities in the area, the Navy will send some of its best planes and newest ships to two New England states in search of aviator and nuclear officer candidates. For years, pilots have left the Navy for less glamorous but better -paying jobs with airlines.

Now, however, it is rumored that airline furloughs are in the offing, and the Navy believes it can make a comeback, Cmdr. Jim Lois, spokesman for the Atlantic Fleet Naval Air Force in 1 Norfolk, said. "We make no bones about it. This is a hard-sell sales job. We're out to take the best and the brightest.

We don't care who they work for. We want them flying for the Navy right now." The Navy will send one each Memorial Park.
