ftTATIIOS WASHINGTON INS House Republican Leader Joseph Martin declared today that President Eisenhower is "very much disappointed" in the House foreign aid cut ftnd hopes the Senate will restore most of it, Martin made this statement af ter an hour long early morning breakfast conference with the President at the White House. He said the President reiterated his belief that the loreign aia fund he ha requested are "absolutely needed If me are to meet our commitments to our allies abroad." Asked whether the President will call a special session unless the Senate restores the Houfe foreign aid cut, Martin replied: "We didn't talk about that." Top officials are prepared to ask the Senate Appropriations Committee Monday to re pi a "substantial" part of the 3 million trimmed by the House, which voted $2,525,000,000 in new money and authority to spend million in unused funds on hand. The committee a reed to hear administration arguments after Mr. Eisenhower held a strategy talk Friday with Senate GOP Leader William F. Knowland.

The voting found Democrats, traditionally in favor of foreign aid, rallying against GOP sponsored efforts to give the President what he requested. House Speaker Sam Raj burn told newsmen that the administration had failed to sell the foreign aid program to the American people. The Texan said the program used to be "very, very popular" and must now be reinforced. "This," Rayburn added, "is not the Job of Congress, it's ft Job for the administration." But House GOP whip Leslie Arends of Illinois hinted that the Democratic vote against the larger aid program was designed to "pressure" Republicans to go along with the Democratic civil right compromise. Senate Democrats reportedly would agree to put back much of the money if the House Republicans would give in on the civil rights issue.

Many Democrat intimated "privately that Mr. Eisenhower's threat of a special session if the legislators did not vote for the aid request had a reverse effect from the one intended. Knowland. meanwhile, plans to talk to Senate Democratic leaders in an effort to line up support for the aid program, which is now $1,30) .000.
