Newspaper 40 Cents Richmond Virginia 23219 Sunday January 15 1978 ml Pledges New By James Latimer John Nichols Dalton became Virginia's governor at yesterday and pledged himself to this great commonwealth a new dominion of freedom justice progress and opportunity for all' The 46-year-old Republican lawyer from Southwest Virginia delivered what must have been the shortest inaugural address in state history after taking a traditional oath of office administered untraditionally by a federal judge his father Ted Dalton Virginia's Republican" of the 1950s In less than 10 minutes' speaking time as a pale sun shone through skittering white clouds and the thermometer crept into the upper 30s the new governor sounded several general keynotes for his four-year administration His election he suggested shows the people of Virginia still believe in the middle way the way of moderation of prudence of reliance on time-tested BUT FROM THIS BASE he indicated he would strive for progress and positive change" looking toward "a better tomorrow" And as the mellow old chimes atop St Paul's Episcopal Church across Ninth Street from Capitol Square broke in to toll the half-hour he said: "Above all we must make it dear that government can be trusted as much as any other frail human institution can do that by avoiding extravagant promises by trying to do what we can reasonably expect to accomplish" he added "And we can help restore faith in government by making sure that it is open to all the people of Virginia whatever their race class or station in life Eight years ago one of my predecessors Linwood Holton said this commonwealth should rely on an aristocracy of merit and that is a pledge which I renew today ADMINISTRATION will seek counsel and advice from many sources and we will seek talent frommany sources Virginia is not a closed corporation it is a public corporation and it will be operated iii the public interest the best of my ability it will be a government free of discrimination based on race or sex and a government providing moral legal and political leadership in the struggle to eliminate such discrimination throughout society administration will not stop at nondiscrimination it will actively seek to involve all our people in the governmental process have no doubt that we in Virginia have the resources the wisdom and the will to overcome' our problems I
