The group is named after Abraham Lincoln; Pedro Murillo, Bolivian independence hero; and Cuban Premier Fidel Castro. The miners began a general mobilization in Catavi-Siglo Veinte mining area, still refusing to release four Americans and other hostages after holding them for more than a week. (AP Wirephoto via radio from Lima) PARIS (UPI) President Johnson has sent a personal message to French President Charles de Gaulle in an apparent new attempt to thaw out frozen relations between the United States and France, U.S. officials disclosed Saturday night. The message of personal greetings will be given De Gaulle by U.S.

Secretary of State Dean Rusk when he pays a courtesy call on the French president at noon Monday, the officials said. It was not disclosed whether the message reiterated invitation to De Gaulle to visit Washington. French officials have indicated De Gaulle probably would not make such a trip during 1954. Rusk told Western Allied leaders in Paris Saturday that President Johnson favors a diplomatic in the immediate future and has no plans for summit talks with Premier Nikita S. Khrushchev in 1964.

American sources said Rusk brought up the idea of a pause in a Western Big Three meeting with British Foreign Secretary R.A. Butler and French Foreign Minister Maurice Couve de Murville at the French Foreign Ministry. The Big Three foreign ministers conferred in an effort to find a solid front for any renewed cold war talks with the Russians and on their policies in turbulent Southeast Asia. In particular, they sought agreement on means of preventing the little neutralist kingdom of Cambodia from slipping into the Communist camp. American sources said Rusk explained to the Allied leaders that President Johnson has no plans to visit Europe in 1964 or to have a summit meeting with Khrushchev unless some major international crisis makes it unavoidable.

Rusk was reported to have explained that Johnson would be preoccupied with domestic problems and the 1964 presiden- tial election campaign. The Big Three discussion served as a curtain-raiser for a three-day session of the North Atlantic Treaty Organization (NATO) Council of Ministers opening in Paris Monday. Rusk arrived in Paris Friday night for the high-level talks on the future of the Atlantic alliance in immediate post- Kennedy era. L. F.
