Congressman Terry Bruce says he agrees with the goals outlined in President Reagan's State of the Union address Tuesday night, but disagrees on how to achieve them. "The president said he is profamily, pro-job, pro-future and for but I think when we America," said Bruce. "I'm talk about balancing we need to be sure to balance" the needs of the working family against the needs of the military." Bruce said he agreed with Reagan that the budget should be balanced and that the Grace Commission recommendation to cut government waste should be adopted, and American industry should compete with foreign competitors.

"The president said America should be proud of 37 months of economic growth," said Bruce. "I agree, but we haven't had economic growth in central and southern Illinois." The unemployment rate in 15 of the 18 counties he represents is well above 10 percent, Bruce noted. "The unemployment in several of these counties is over 20 Rep. Terry Bruce percent." According to Bruce, "'The unemployment in Coles County has averaged about 9 percent for the past year. Block was the only Cabinet member not present as President Reagan delivered his fifth State of the Union address to a joint session of Congress in the packed chamber of the House of Representatives.

Concerns about the smooth transition of power in the event of a catastrophe dictates that one Cabinet member be kept in a safe location far from the scene of such gatherings, which are attended by the president and his legal successors the to develop a farm policy that will allow the farmer to make a profit and keep the jobs they have."
