and social horizons RIGHTS I pledge that every ounce of my energy will be directed toward pre serving Virginia's powers as a aoverign state from continued attrition Yet I would sen's you poorly if I did not acknowledge candidly and realistically that in their application historic principles of Rights cannot always be trimmed to specific problems of our day The powers delegated to the central government by the Constitution have to be exercised now in ways that were neither necessary nor proper then I pray that Virginia- will always stand on the old principles but I would hope to see us avoid the folly of seeking always to apply them in the old ways tain vital common tasks in public health public welfare the maintenance of public Institution the promotion of sound economic opportunities and education Of all these at this moment in history I consider education the moat important for it is here that the purpose of our people can become one with that of their government In this field we have been most prone to accept and excuse our limitations Here our minds have failed to expand a they ahould I would like to see a renaissance of education in Virginia creating an atmosphere in which the minds of our people may grow in vision as the opportunities for the use of the mind grow in scope into economy without dominating it We still have agriculture wa have commerce and trade and finance and we have travel and lta by-products Industry has stimulated the state's economy and provided opportunity to our people without distributing the character of our communities EDUCATION The citizen should look to his government first of all for the security of his liberties and for the preservation of law and order Beyond and here old principles adapt themselves to changing he Is entitled to expect of government the performance of cer OUR ECONOMY Sometimes wa are a bit apologetic about material growth about progress and perhaps about money Though our state boast much wealth and many prosperous communities there still remains an attitude of defensiveness about the importance of Industrial growth to an expanded economy It la as if soma fear lingers that equates the goal of material progress with sacrifice of our principles' This fear we must dispel I would remind you that while we have endured jibes at our backwardness and assaults on our alleged slow papa in
