Times-Diipatch New Bureau HOPEWELL Dec 22-City council voted Tuesday night to fight Governor Almond's proposed state sales tax and termed such a levy "an unfair tax burden on the people of Virginia" 1 may be fighting a lost By Bpecial Correspondent BOWLING GREEN Dec A contempt of court citation against Oran Jarrell Caroline county civic leader has been dismissed by Circuit Judge Leon Bazile Judge Bazile signed the dismissal order in Fredericksburg Monday noting that Jarrell had filed an answer "disclaiming any intent to reflect contemptuously or insultingly" on the court or the judge The organization that Jarrell heads the Caroline County Civic Organization-made complaints that led to an October 12 grand jury Investigation of law enforcement at certain Rt 1 truck stops The grand jury reported it found no evidence of lack of law enforcement and criticized the civic group cause In opposing this tax but I am against It in any form' councilman Sol Goodman said Council members charged College rd who represented Henrico and Chesterfield counties and 'Colonial Heights in the General Assembly died Tuesday at a Richmond hospital' He had been in the hospital several weeks A relative said his death was caused by heart disease An attorney and a native of Richmond Mr Folkes also represented the city in the House of Delegates in 1938 1940 and 1942 A popular campaigner he had led the city ticket in 1939 and 1941 His political career -was interrupted by World War II In 1942 he joined the marines and fought at Bougainville Guatn and Iwo Jima where he was wounded He retired from the marines with the rank of major In 1946 By Mains Folkes supported Byrd Since 1954 Fr Folkes had been the Henrico-Chesterfield-Colonial Heights floater delegate In the 1958 assembly he was a irunber of the House Committees on Currency and Commerce Privileges and Elections Roads and Internal Navigation and the Chesapeake and Its Tributaries When he died he also was chairman and public representative the Richmond Milk Board (The board oversees operations of milk' producers and distributors in the Richmond market) He was the son of the late Minetree and Mrs Mary Wily Folkes His father was Richmond's commonwealth's attorney for 10 years Mr Folkes attended Richmond public schools and was graduated from John Marshall High School He received a degree in civil engineering from the Virginia Military Institute and a law degree from the University of Richmond He was a member of the Episcopal Church the board of the Henrico county chapter of the American Red Cross the executive board of
