last night He succeeds Councilman Jacob Umlauf of Clay ward resigned Councilman Lee Miller of Clay was chosen vice-president Councilman-elect Russell Tinsley of Clay was elected a member to serve out Mr unexpired term Mr Carpenter's elevation from the vice-presidency to the presidency of Council will necessitate his retirement from the Finance Committee which he has served as chairman since 1929
