Girard (Continued from Page 1) and were not given additional pay for the work. Under the program developed by Girard and Harris, firefighters trained as emergency medical technicians and paramedics willing to ride firetrucks are paid an additional $50 a month.

Twelve emergency medical technicians regularly scheduled to ride ambulances earn $75 a month in addition to the $50 for their dual roles. The total incentive program costs nearly $38,000 annually, but did not require an increase in the 1988 budget, as the cost was absorbed by deferring and reducing some purchases in the 1988 budget. In March, fire department personnel said morale had been boosted under Girard's leadership, and that Girard was well-liked and respected in the department. After Kissinger's announcement, Girard thanked city commissioners and city staff for cooperating with him during his stint as acting chief. "The Salina Fire Department is a good organization," Girard said.

"We will not stand still. We will keep moving to do the best we can to serve the citizens of this community." As acting chief, Girard earned an annual salary of $40,000, which will remain unchanged for now, Kissinger said. Tobacco (Continued from Page 1) why people continued to smoke despite the known health hazards of a habit said to be responsible for 320,000 deaths annually in the United States. "The short answer is that cigarettes are addicting," the report stated. "The pharmacologic and behavioral processes that determine tobacco addiction are similar to those that determine addiction to drugs such as heroin and cocaine," it stated.

Koop said the finding raised public policy questions. "Is it appropriate for tobacco products to be sold through vending machines, which are easily accessible to children?" he asked. "Is it appropriate for free samples of tobacco products to be sent through the mail or distributed on public property, where verification of age is difficult if not impossible?"
