Davis of Charleston, Saturday, a son. UP. NEW YORK (UPI) Bargain hunters pushed stock prices slightly higher today in slow Veterans Day trading. The Dow Jones industrial average, an 8.87-point gainer Friday, was ahead 2.64 to 809.12 around noon EST. Overall last week, the Dow shed 12.46 points.

Since the Dow is down about 100 points in the past month, brokers said some stocks were at bargain prices. Advances led declines, 709 to 395, among the 1,528 issues crossing the New York Stock Exchange. NYSE volume at the two-hour mark amounted to about 9,200,000 shares, down from the 14,160,000 traded during the same period Friday. Both The NYSE and the American Stock Exchanges observed two minutes of silence in honor of Veterans' Day. Prices were higher in moderate trading of American Stock Exchange issues.

Co-op stance challenged MATTOON An effort is being planned to elect two anti representatives to the board of Coles-Moultrie Electric Cooperative. The challenge to the current board membership is being launched by David Collins of Charleston, who contends that opponents of nuclear energy have been unable to present their views to members of the cooperative.

Collins, who as a ColesMoultrie customer is a member of the cooperative, has organized a group known as Coles-Moultrie Concerned Citizens. It currently has a membership of 10 persons among the cooperative's 6,000 members. The cooperative, which is headquartered in Mattoon, has 6,800 meters in parts of Coles and seven other surrounding counties. All of its customers live on farms or in rural areas. As part of his campaign to obtain representation on the cooperative's board, Collins has been granted permission by Coles- Moultrie manager C.E.

Ferguson to review records of the co-op's members. Collins said he plans to mail letters to all members by January or February to "introduce" one or two candidates for posts as directors. The next board of directors election will be at the co-op's annual meeting in March. The board is made up of seven members who are elected to staggered terms. Collins objects to the cooperative's plans to purchase power from the nuclear plant being constructed at Clinton by Illinois Power Co.

Coles-Moultrie is a member of the Soyland Power Cooperative, which owns 10.5 percent of the Clinton plant. and William Champion, president of ColesMoultrie, are members of the Soyland board. "We want to talk about nuclear waste and have the (Coles-Moultrie) board reconsider its agreement to buy power from Clinton," Collins said. He said the co-op's members were never consulted about participating in the nuclear plant. Ferguson said there was input from Coles-Moultrie through Champion and himself, who participated in Soyland's decision to buy a share of the Clinton plant.

"'The Soyland board considered the alternatives available to it, including the Clinton plant, and we felt it was in the best interests of meeting our power requirements," Ferguson said. According to Ferguson, the Clinton plant will provide onethird of Coles-Moutlrie's electricity once it begins operating. The co-op now buys all of its power from Central Illinois Public Service linois Power Co. and Central Illinois Light Co. Collins also contends that he has been unable to get his antinuclear views presented to Coles-Moultrie members through the co-op's monthly newsletter, "Hi-Lites." "We try to be informative and present material that is relevant to our members," Ferguson said He said he had received one article from Collins intended for "Hi-Lites that opposed nuclear power intended for "Hi-Lites." The article was not printed. "Hi-Lites should express the opinions of members of the cooperative," Collins said. Although he indicated he is strongly opposed, to nuclear energy, he don't mind them stating their position, but they should allow other viewpoints to be expressed."
