this morning Charles Schrader and Richard Hogrh both of tills city were held for the action of the grand Jury on the charge of grand larceny and forgery They went to jail without an application for ball Schrader Is represented by Mr John Lee The charge agalnat the men ie that one of them raised an order on the First National Bank on April 6th from Mra Carroll of No 236 Dabney Street from $30 to (300 and Schrader drew the money from the bank over his Indorsement of a certificate Indorsed by Mrs Carroll A warrant was Issued Immediately for arrest but he could not be found by the police until a The Tlmes-Dlspatch NORFOLK VA May Norfolk to-day bloomed forth as a convention city no lew then five conventions having been called to order elmoet simultaneously From now until the close of the exposition on November 3 Dtlw conventions will be the order of tho day boro and at the grounds of tho Jamestown Exposition Tha Virginia Grand Lodge Independent Order of Odd-Fallows with six hundred members present was called to order In Armory Hall by Major Wright of Norfolk Mayor James Riddick made an address of welcome to the Odd-Fellows and handed over tha keys of the city to them In hie speech ha dwelt at length on the work of the order of Odd-Fellown Ho spoke of the fact that they were all Virginians united In a common brotherhood and urged that every visitor should consider himself among personal friends Attorney Avery of this city also addressed tho Odd-Fellows lie dilated upon tha work done by the Odd-Fellows since the Inception of the order He also referred to the fact that Dolsen a marine who was murdered In an East Main Street boardinghouse more than a year ago was a member of the order and also to the fact that his alleged slayer la now In Jail In this city Grand Master Responds Grand Master Roland Chase responded to the speeches of welcome Thanking the Mayor and the city for their generous reception he spoke for some time on the beauties of the city the exposition and Tidewater Virginia Then ha entered into a short history of the lodge since it was founded eighty years ago and spoke feelingly of the many good and great works It had accomplished referring to the unanimous manner in which the Odd-Fellows had responded to the calls for aid from suffering San Francisco His speech was a beautiful one and the proverbial pin could have been heard to fall during lta delivery After the welcoming addressees and response the convention went Into executive session until 1 o'clock In the afternoon when they adjourned for lunch They meet again at 3 this afternoon when more business of a routine nature was taken up To-morrow the convention will also be in session all day and through tha evening a reception by the Grand Lodge Rebecca Assembly and Orphans being one of the features of the day Thursday tho assembled Odd-Fellows will convene Ip Coventlon Hall In the Exposition Grounds and the following day at the Jamestown Exposition WOODMEN MEET FOR LONG SESSION Every State in Union Represented by Delegates to This Body Special to The Tlmee-Diapatch NORFOLK VA May The biennial convention of Sovereign Camp Woodmen of the World convened today with delegate present representing every State In the Union from the Atlantic Seaboard to the Rocky Mountains and from th Canadian border to Texas andfar Southwest The sovereign body will be In session for from ten to fourteen days and in conjunc tlon with the Sovereign Camp its woman's auxiliary the Woodmen's Circle will be In biennial session here for the same period the auxiliary convention having convened simultaneous ly to-day with the Woodmen The two conventions have brought to Norfolk between 300 and 400 people The two bodies are meeting In Odd-Fellows' Hall on Church Street their business session being conducted In separate rooma The opening ceremonies which were public were conducted In the main I Auditorium with all visiting delegates to the two conventions and a large number of local Woodmen and lady members of the Woodmen's Circle of Norfolk Portsmouth and Berkley In attendance The exercises opened shortly after 10 A with Faltless past head councilor of Jurisdiction as master of cerernonlcx Invocation offered by Rev Dr Vines pastor of Freemason Street Baptist Church was followed by welcoming addresses by Colonel George Cabell on behalf of the business men of Norfolk and vicinity and Mayor James Riddick behalf of tha city Both addresses were filled with hearty welcome to the delegatee and were delivered In forceful yet happy style The words of welcome from both the Mayor and Colonel Cabell were greeted with extended applause by the delegates generally Ths responses to the addresses of welcome were made by Sovereign Banker Morris Shepperd of Omaha Neb and Sovereign Commander Root also of Omaha Mr Shepperd who formerly served In Congress from Texas Is one of the most popular mem- bers of the national body and his In' troductlon ilike that of Sovereign Commander Root the founder of the order was greeted with prolonged applause Mr Shepperd made a fine speech The opening exercises concluded with a formal welcome to Virginia on behalf BATTLE Money Can However Be Employed in Purchase of Property for Proposed Park Lopecial to The Tlmes-Dlspatch PETERSBURG VA May The Common Council at a called meeting this evening received and adopted a report from the Finance Committee recommending that the proposed five thousand dollars appropriation to aid the establishment of a national battlefield park On the Clvil War battlefield around Petersburg be not made The adverse report based on the City Attorney's opinion that tho charter does' not authorise such an expenditure for the purpose of securing the aid and co-operation of the State and Federal governments In establishing a park which would not be the property of the city As a legal means of aiding the establishment of such a park the report suggests that the Council pass an ordinance creating a standing battlefield psrk committee consisting of two Councilman and one Alderman who shall ascertain what lands may be acquired for the purpose and the amount of money necessary to thalr purchase by tho city and hall report thereon to the Council The proposed ordinance wu unanimously passed How It Could Be Appropriated City Attorney George Mason addressed the Council explaining In full the reasons for hie opinion that the proposed appropriation could not be le- gaily made "and emphasising tha fact that while the money could not be to consider It and suggest soma means of PProaUon within charter limitations This committee four of whom are lawyers reported adversely on the appropriation and suggested the appointment by the Council of the Battlefield Park Com' mlttee which was done title evening William Mcllwalne and Charles Lassiter of the committee were of the opinion that the appropriation could be legally made and Mr Lassiter spoke
