Saunders being the only bid presented: On motion, II. A. Saunders' bid is accepted and he is appointed county physician for said territory. That hereafter the sherjff be and is instructed .that all persons confined under sentence of a court who in the judgement of said sheriff are able to perform manual labor, shall under his direction be required to work on the streets and alleys, either of the incorporated town or county highways or on the public grounds or at such labor as he may have for them to perform, and that upon the refusal of any such persons so to do and perform labor, the sheriff shall keep him upon bread and water until such time as he yields and submits himself to the direction of said sheriff.
