What suits her as a buyer? I predict that in the forthcoming marketing era some steel men are going to be studying women's magazines with a good deal of interest to learn more about one of their big steel markets" Mr Kulas got into this discussion after I had pacity created by government financing is smaller than has been the case in other war industries Approximately 10 of the existing steel capacity is government financed steel has kept pace with that much expansion of capacity in the Pacific coast area for example two new fully-integrated steel plants put up to meet wartime conditions of demand will increase capacity by nearly 2000000 tods per year Whether that area after the war is over can support such a large addition to previously existing capacity is open to some question is true that consumer needs generally have been accumulating during wartime restrictions If you can tell me what government policy is going to be after the war on such matters as taxes cancellations materials control regulation of business and so forth I might venture a fuller answer to your question general I believe that if American Industry after the war is permitted to proceed at full speed on the basis of individual enterprise and open competition steel production in this country might well exceed the previous peacetime dig in and prepare for the ma jor battles that must come in other areas of combat There is no gainsaying of course that the air war has had a terrific effect but It may be said without the slightest disparagement of what has been done thus far that strategic bombing by night without re' gard to specific military targets such as may be accomplished In daylight precision bombing has yet to prove decisive in a military sense Strategic bombing plus taclica' bombing plus a major land inva sion across the English channel all together will yield the desired result It was only natural that Prime Minister Churchill should speak of air bombing aa an experiment last spring when he declared that the experiment was worth trying provided other means were not eluded The other means to which Mr Churchill referred have not been excluded They are being prepared on a bigger scale than military men have ever before visualized Everything In this war is bigger am deadlier than In previous wars The resources of the United Na tions make this possible No nation or group of nations can indefinitely stand up against the might of the Allies The only question to be answered Is when the surrender will be ef fectuated Military opinion here although giving all praise for the effectiveness of the air war still anticipates that the war must be won on the ground with tactical air power and tanka and artillery and across some of the same territory where our victorious armies marched in World War I The air war against Germany will of course not be diminished It will go on with Increasing fury But the plans for a large-scale in vasion are in the making and It cannot be long now before massive armies will be landed on the continent of Europe probably in sev-eral different places The invasion may well be anticipated to develop sometime between now and next April Unquestionably the moment selected will be at the time of greatest confusion and disorganization inside Germany That time may be approaching and it is devoutly to be hoped that an Internal collapse may come in Germany which will make an invasion unnecessary Then the argument will arise as to how much air power contributed how much the land and sea forces did in safeguarding bases from which the planes flew but such an academic argument would Tie most welcome In the meantime however plans are not being made on the assumption that such a collap'e is imminent Judging from the fact that President Roosevelt and Prime Minister Churchill have met always about six months ahead of momentous events related to military or naval strategy It may be assumed that a meeting is bring held or about to be held This is hinted in London dispatches passed by the censor and Marshal Stalin may be present too so it is possible that the big happenings of next spring are being anticipated by the governments of Russia Britain and the United States and China It may be that some pronouncement to the German people will be made urging them to overthrow their leaders and set up a government with which the United Nations can deal It may be that the main points or basis of a peace to follow unconditional surrender of the armed forces will be outlined Certainly there has not been any clear statement as yet aa to whether the German nation is to be dismembered and kept in slavery aa the Nazis predict in urging bitter-end resistance or whether the Allied governments will deal with the German people as they already have with the liberated Italian people Possibly an official declaration on these points will soon be forthcoming as a step in the psychological warfare that can help to shorten the days of combat Latins Call Us Suckers Whatever we may think of the globetrotting Senators we are boflnd to admit that after all they have served a useful purpose and this seems true of the criticisms made by Senator Butler of the millions of dollars we are spending in Latin-America to bolster our good-neighbor pol-iev Senator Butler after a first-hand survey says we have spent six billion dollars in those countries on projects which remind us of the old boon-doggling days and instead of winning the good will of the Latin-American peoples we have only aroused suspicion and at best we are regarded as Vice President Wallace felt called upon to make an apology to the Latin-American countries At the same time he declared that the figures quoted by Senator Butler were Nelson Rockefeller co-ordinator of the Office of Inter-American Affairs also said that the six billion dollar estimate a misrepresentation of the facts He said all expenditures and commitments to spend during the past three years by all government agencies including military and Naval installations total less than 600 million dollars in Latin-America He added that this figure in the case of the 6 billion dollar figure does not include sums spent for goods services and raw It would seem that Mr unfortunate experience would be sufficient to induce him to keep quiet after his run-in with Jesse Jones and the rebuke brought upon him by President Roosevelt The broad fact remains that Senator Butler is by no means alone in criticising the money we are spending in South America It is charged that large quantities of farm equipment has been sent to South America while farmers here at home were unable to get enough of such equipment to produce the crops that are sorely needed for our military and civilian consumption Adequate support of the farmers nere at home would have done more than anything else to keep down inflation Cotton farmers particularly have looked with great anxiety on the efforts that have been made by the government of the United States to encourage the increased production of cotton in Brazil and other South American countries It will take something more than Mr denial as to the amount of money spent to convince the American people that our activities in Latin-America are not boon-doggling or worse Exposing the Subsidy Plan Now that the Senate is about to take up consideration of the anti-subsidy bill it is worth while to point out some of the arguments against subsidies presented in the house One speaker pointed out that the contemplated roll-back on the retail price of milk meat and butter would save the average consumer under the rationing system about $632 a year To accomplish this it is proposed by the administration to spend 800 million dollars We are reminded that the national debt will probably reach 300 billion dollars and will not be paid for 50 years If in that debt is included 800 million dollars borrowed to pay out subsidies the interest alone on that amount would be 1 billion 180 million dollars principal and interest would be just under 2 billion dollars And all this to save the average family $632 a year- on the cost of living One speaker cited the fact that
