have not yet accepted the detailed Allied proposals for the four-Power conference in Berlin preparations are in full swing to have everything ready by Jan 4 The West Berlin authorities expect an influx of between 3000 and 4000 people These will in elude experts advisers observers secretaries and 1000 journalists from almost every country in the world Arrangements are being made by the Soviet Zone authorities for "mass demonstrations to the four Ministers of the will of the common people" These plans show the intention to surround the conference with the atmosphere of a Communist propaganda jamboree Diplomats nere think that the Russians will keep such demonstrations at a decent distance from the meeting place Their propaganda effect will however be exploited to the full RIGHT ATMOSPHERE The Soviet Zone Government in an effort to create the right atmosphere for the conference is intensifying its campaign to persuade the Germans in the East Zone that they are better off than those in the West Herr Ulbricht acting Prime Minister to-day published a speech to the Cabinet containing more concessions including higher wages The official Communist organ Neues Deutschland to-day
