As an incentive, Peabody is offering a $10,000 bonus to the 12 most senior miners who retire or quit. Under terms of the contract reached Thursday with Commonwealth Edison, Peabody Coal would continue to supply Kincaid Station through July 1994. Peabody would supply 4.16 million tons of coal during the 19 months, with a monthly minimum of 185,000 tons. length of service. In exchange for those days they would receive pay for the time they work plus vacation pay.

The miners would still receive the standard two-week vacation. All of the miners must agree to the changes. Shiflett said several miners have agreed to take pay in lieu of graduated vacation days only if everyone else does. So far, only 62 percent of the miners have agreed. "It's a very tough obstacle to overcome when you're talking about 400 people," said Tony Kujawa, an international representative for UMW District 12, which covers the state.

Contacted after the news conference, Kujawa said the fact that Shiflett has the contract in his hand might make a big difference. "I guess anything is possible," he said. Shiflett said that while the Peabody Coal Co. President George S. "Sam" Shiflett met with miners Tuesday morning to seek their support and ask them to give up their extra vacation days.

"The time for action is at hand and the clock is ticking," Shiflett said. The deadline for an agreement on the proposed concessions is Oct. 15. Shiflett said the agreement signed Sept. 17 between officials of Commonwealth Edison Co.

and Peabody Holding Co. Inc. would take effect if United Mine Workers Local 9819 accepts work rule changes. The agreement would keep Mine No. 10 in Christian County open at least until July 1994.

Otherwise the mine will close Dec. 31. "The goal of keeping the mine open is now within sight," Shiflett said.
