Bill Limiting Busing Approved WASHINGTON (AP) The Senate Judiciary Committee approved a bill Monday that would limit the extent to which the federal courts could order busing to desegregate schools. The bill would affect any case in which a final busing order has not been entered or put into effect. Opponents said this could lead to reopening school desegregation cases in 20 to 30 major U. S.

cities. At the request, its chairman, Sen. James O. Eastland, sent a letter to Atty. Gen.

Griffin B. Bell asking for a report on what; cities would be affected. Bell, the U. S. Civil Commission and major civil rights organizations opposed the measure.

The attorney general called it undesirable and said some provisions not only were unwise but raised serious constitutional issues. The committee vote approv- ing the bill was 8 to 3, with absentees given the right to be recorded later. Sen. Joseph Biden, a committee member who joined his GOP colleague, Bill Roth, in introducing the bill, said that he will try to attach it as an amendment to other legislation after the August re cess. He told reporters this strategy will be necessary because this appears to be the only hope of getting action on it in the House.

He said he had no hopes the House Judiciary. Committee would even have hearings on the measure, so he would try to bypass it.
