State Gets for Rail Study MADISON (UPI) Wis consin has received a $90,000 federal grant for planning a statewide railroad network, Gov. Patrick J. Lucey said Thursday. Lucey said the plan, when completed next March, would serve as a model for other states. Total cost will be $125,000, with the state providing the $20,000 and the Upper Great Lakes Regional Commission another $15,000.

Amtrak Blasted But Funded WASHINGTON (UPI) The House Appropriations Committee approved $125 million for the federally- backed Amtrak rail passenger system Thursday after sharply criticizing the agency for constantly running in the red. The measure passed the Senate but the Assembly adjourned without acting on it. Majority Leader Anthony Earl, said Democrats controlling the Assembly had decided it was better to have no bill than to pass the measure that came from the Senate. The measure was approved on a 24 to 6 vote by the Senate after adoption of one amendment Thursday and the defeat of three others designed to strengthen local control. Live Music FRI. Sat.

The bill requires utilities to submit to the state public Service Commission (PSC) expansion plans 10 years in advance of construction. The one amendment adopted would allow citizens an opportunity to question utility officials at the hearings. Judicial review, however, would not be allowed until 18 months prior to construction.
